The purpose of this paper is to analyze the case of non-profit housing development in England, U.S.A, and Japan to give a comparative information on backgrounds, organizational structures, subsidiaries and funding from the governments to Korea where is in the initial stage of non-profit housing development. England, which has a detailed supportive system to non-profit housing sector, has established the Housing Corporation where gives a financial support and audit system to non-profit housing associations. Eventually non-profit housing associations have grown as sub-stituting organizations dealing with national public housing development. In U.S.A, rather than the government directly getting involved in public housing development, they played a role as a mediator by supporting non-profit organization with financial subsidiary as well as tax benefit. On the other hand, In Japan, non-profit organ-izations have specifically targeted the socially fragile groups such as homeless rather than supplying the housing for low-income households.

이 글은 아직 초보단계에 있는 한국의 비영리주택사업에 대한 정보를 제공하기 위해 영국, 미국 그리고 일본 비영리 주택사업의 성장배경, 조직 특성, 보조금 및 정부지원의 관계를 중점적으로 비교분석하였다. 비영리 주택사업에 대한 정부 지원이 가장 강력한 사례는 영국으로, 영국에서는 공공부문이 주택공사(the Hous-ing Corporation)를 설립하여 이들에 대한 경제적 지원과 감독체제를 담당하게 함으로써 비영리단체의 공공주택사업을 지원하고 공공부문의 주택공급을 대체하는 기관으로 성장시키고 있다. 미국에서는 정부가 직접적인 역할을 담당하기보다는 비영리단체의 사업에 필요한 재원을 보조금과 세제혜택을 통해 직간접적으로 지원하는 매개자적인 역할을 수행하고 있다. 일본에서는 비영리조직이 저소득층주택을 공급하기보다는 홈리스와 같은 특수한 사회취약계층에 대한 지원에 집중하고 있다.
