Review of the Chinese Government's Report on Veterans Affairs and Textbook Descriptions in the "Anti-American Aid" War Veterans

China, with the foundation of New China, recognized compensation and benefits for patriotic martyrs and veterans as a key policy, and started to treat with honor the patriots who had contributed to the creation and existence of the nation and participated in socialist revolutions as well as their bereaved families. By offering them with actual benefits, the Chinese government attempted to establish national identity and maintain the communist system. A particular attention should be paid to the fact that soldiers who fought in the so called “War to Resist American Aggression and Aid Korea” have become the main beneficiaries of the policy. As 2020 marked the 70th anniversary of the Korean War, this study examines China’s temporary measures and actual cases of welfare for the war veterans in the 1950s, immediately after the Korean War, and reviews the current status of and changes in the media coverage on the welfare for the veterans provided in commemoration of the 70th year of the “War to Resist American Aggression and Aid Korea,” and looked into the descriptions in Chinese textbooks that reflect such changes. First, the fact that the Chinese government implemented temporary measures on illness, injury, disability, and death of non-commissioned military personnel employed during the “War to Resist American Aggression and Aid Korea,” announced on August 8, 1954, shows that the scope of the “veterans welfare” includes even those who had worked for wage without being enlisted. Soldiers in the Shandong region who had left the military service from September 1950, immediately after the start of the Korean War, were the beneficiaries of the welfare policy, according to a recent study published by the Chinese academia Since 2020 that marked the 70th anniversary of the war, Chinese media poured out articles and reports about the reopening of the Museum of the “War to Resist American Aggression and Aid Korea,” the exhibition on the 70th year of China’s entry into the “War to Resist American Aggression and Aid Korea,” and so on. Xinhua News Agency reported that an insignia of the 70th anniversary of the “War to Resist American Aggression and Aid Korea” will be awarded under the name of the Central Military Commission of the Communist Party of China. It had been known that, in China, tasks such as the production of commemorative insignia was handled by the Patriots Division under the Veterans Affairs Bureau of the Ministry of Civil Affairs. However, Chinese media reports showed that the Ministry of Human Resources and Social Security was responsible for the tasks related to the insignia of the “War to Resist American Aggression and Aid Korea.” This was a change resulted from the organizational reform of the State Council, approved in the 13th National People’s Congress in March 2018. The Chinese leadership is seemingly trying to promote patriotism by presenting national citation to veterans, including those who had fought in the “War to Resist American Aggression and Aid Korea,” in the same honor as the socialist revolutionary martyrs of China and to use such patriotism as an important tool to maintaining the socialist system. What is more noteworthy is the establishment of the Ministry of Veterans Affairs of the People’s Republic of China. The Chinese Ministry of Veterans Affairs, a ministerial-level organization under the State Council, is the equivalent of the Ministry of Patriots and Veterans Affairs of Korea. The main duties of the Ministry of Veterans Affairs include establishing and implementing special benefit policies for war veterans, housing and medical security for retired soldiers and non-commissioned military personnel, and social insurance. China is maintaining the policy of educating soldiers based on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era through the project for patriots operated by the Ministry of Veterans Affairs and having them serve for national defense and military strengthening of China. It can be analyzed that these changes are associated with China’s ultimate goal of realizing socialist modernization to economically outdoing the US by 2035 and the emphasis Chinese President Xi Jinping put on the need to go all out to strengthen the country’s national defense capabilities to realizing the “dream of building a powerful military.” Xinhua News Agency of China also reported that the exhibition on the 70th year of China’s entry into the “War to Resist American Aggression and Aid Korea” and the Chinese People’s Volunteer Army held at the People’s Military Revolution Museum vividly portrayed the personal stories of many ”heroes,“ who are called the revolutionary martyrs, including Yang Gensi, Huang Jiguang, and Qiu Shaoyun. The recent trend in China corresponds to the directions of description in Zhongwai lishi gangyao (Outline of Chinese and Foreign History), the official history textbook for high schools published by the Ministry of Education in commemoration of the 70th anniversary of New China. The Chief Editor of this new textbook stated that an emphasis was placed on the introduction of heroic figures such as the Yang Gensi, Huang Jiguang, and Qiu Shaoyun, the “heroes” who fought in the “War to Resist American Aggression and Aid Korea.” In other words, the textbook stresses strong patriotism and revolutionary heroism by presenting the “soldiers of the Chinese People’s Volunteer Army“ who died during the war as objects of worship. China is using the “War to Resist American Aggression and Aid Korea,” where China’s position was reflected amidst rising tensions between China and the United States, as an impetus to encourage Chinese people to unite. The “War to Resist American Aggression and Aid Korea” will gather more attention as a measure to provoke anti-US sentiment as the strategic competition between the United States and China increases further. Against this background, scholars in and outside of Korea should continue to engage in joint research and discussion, with the goal of finding solutions for the historical conflict between Korea and China on the Korean War.

중국은 신중국 성립과 함께 보훈제도를 주요 시책으로 인식하여 국가 의 탄생과 존립을 위해 공헌하고 사회주의 혁명에 참가한 열사들과 유족 을 중심 대상으로 예우를 받을 수 있게 하였다. 국가가 그들에게 실질적 인 보상을 시행함으로써 국가정체성 확립과 중국 공산당 체제 유지를 도 모하였다. 그 가운데에서도 이른바 ‘항미원조’전쟁에 참전한 군인들이 보 훈의 주요 대상이 되었다는 점에서 주목할 필요가 있다. 지난 2020년 한국전쟁 발발 70주년을 경과한 시점에서 본고는 한국전 쟁 직후 1950년대 참전군과 관련된 중국의 보훈 관련 임시조치와 실례를 살펴본 후, ‘항미원조’70주년 관련 보훈에 대한 보도 현황과 변화, 그 변화 가 반영된 중국교과서의 서술 내용을 중심으로 검토하였다. 우선 1954년 8월8일 발표한 ‘항미원조’ 무군적 임금제 인원 중 질병, 부 상, 장애, 사망에 대한 우대 관련 임시 조치를 통해 중국 정부가 이른바 무 군적 임금제 참전인원에 이르기까지 ‘보훈’의 대상으로 삼고 있음을 확인 하였다. 특히 ‘항미원조’ 70주년 되는 해를 맞이한 2020년을 기점으로 ‘항미원 조’기념관 재개관 소식, ‘항미원조’출국작전 70주년 테마전시회 개최 등 중국의 언론 보도가 봇물 터지듯 쏟아졌는데, 중국 신화사가 중국 공산당 중앙 국무부중앙군사위 명의로 ‘중국 인민지원군 ‘항미원조’ 출국작전 70 주년’ 기념휘장을 수여한다고 보도하였다. 중국의 경우 기왕의 보훈 차원의 기념휘장 제작 등 업무는 민정부 우무 안치국 소속 열사선양처에서 운영한다고 알려져 있었다. 그러나 중국 언론보도를 통해 확인한 사실은 ‘중국인민지원군 ‘항미원 조’ 출국작전 70주년’기념휘장 관련 업무를 인적자원 및 사회보장부에서 관리하고 있다는 점이다. 이는 2018년 3월 제13차 전국인민대표대회(전인대) 1차 회의에서 승인 한 국무원 기구 개혁안에 따른 변화라 할 수 있는데, 중국 지도부가 ‘항미 원조’ 참전군을 포함한 퇴역군인 등을 중국 사회주의 혁명열사들과 동일 하게 국가급 표창으로 장려하여 애국심을 고취하고, 더 나아가 사회주의 체제 유지를 위한 중요한 수단으로 활용하고자 하는 의도로 보인다. 더욱 주목할 점은 중화인민공화국 퇴역군인사무부의 신설이라 할 수 있다. 국무원 산하의 장관급 부서로 우리나라의 국가보훈처와 같은 기관 이다. 퇴역군인사무부의 열사포양사업을 통해 군인들을 시진핑 신시대 중국 특색 사회주의 사상으로 지도하여 국방과 군 건설을 위해 봉사하게 한다 는 방침을 견지하고 있는 것이다. 궁극적으로는 2035년까지 경제적으로 미국을 뛰어넘는 사회주의 현대 화를 달성하고 ‘강군몽’ 실현을 위해 시진핑 주석이 국방력 강화에 총력을 기울여야 함을 강조한 것과 연동되어 있음을 파악할 수 있다. 또한 중국 신화사는 중국인민혁명박물관에서 ‘중국인민지원군’ ‘항미원 조’ 출국작전 70주년’ 테마전시에서 혁명열사로 불리는 양건쓰, 황지광, 추 우소우윈 등 많은 ‘영웅’들의 사적을 생동감 있게 서술했다고 보도하였다 이와 같은 내용은 신중국 건국 70주년을 맞이하여 중국 교육부에서 공 식 출간한 고등학교 역사교과서 중외역사강요의 서술 방향과 맞닿아있 다. 새로운 역사교재의 총주편은 영웅인물에 대한 소개를 중시하였다고 발표했는데, 그 가운데 ‘항미원조’의 ‘참전 영웅’ 양건쓰, 황지광, 추우소 우윈 등을 강조하였다. 즉 ‘항미원조’전쟁에서 전사한 중국 ‘인민지원군’들을 숭배의 대상으로 삼아 고도의 애국주의, 혁명영웅주의를 강조하고 있음을 알 수 있다. 미중 갈등 격화 속에 중국측 입장을 반영한 ‘항미원조’ 전쟁을 중국인 들의 단결을 촉구하기 위한 자극제로 활용하고 있음을 보여준다. 양국의 전략 경쟁이 한층 더 확대되어 앞으로 반미의식을 부추기는 수 단으로 ‘항미원조’ 전쟁이 더 주목받을 것이다. 이러한 시점에서 한국전쟁에 대한 한중간 역사 갈등의 해결책을 모색 하기 위해 국내외 학계가 공동으로 연구하며 지속적인 토론의 장을 마련 할 필요가 있을 것이다.
