This study proposes revised guidelines for urban master planning to establish water cycle and Low Impact Development (LID) plans. To this end, this study initially sets the revision direction of the water cycle and LID plans, using a theoretical consideration. Subsequently, the planning elements that consider the water cycle and LID are examined, using LID literature and expert interviews. Finally, we draft revised guidelines based on element planning, and the organization of a focus group interview. The outcomes of this study expanded the environmental performance specified in the general provisions and fundamental principles of urban master planning guidelines, when the water cycle and LID were considered. Secondly, new departmental ‘water cycle and LID plans’ were established. The plans included the ‘analysis on the regional status of water cycle,’ ‘basic conception,’ ‘development of LID management areas,’ and ‘management road map.’ Thirdly, the contents of the departmental plans were modified to maintain consistency in the water cycle and LID plans.

본 연구의 목적은 물순환 및 저영향개발(LID)계획 수립을 위한 도시기본계획 수립지침 개선방안을 제시하는 데 있다. 이를 위해 먼저 이론적 고찰을 바탕으로 물순환 및 LID 계획이 고려되도록 방향을 설정하였다. 둘째, 문헌을 바탕으로 물순환과 LID를 고려하기 위한 계획요소를 도출하고 전문가 인터뷰를 통해 계획요소의 객관성을 확보하였다. 셋째, 초안을 바탕으로 체계적인 전문가 그룹 인터 뷰(FIG)를 구성하여 수정 보완하고, 최종적으로 개선방안 지침을 제안하였다. 연구 결과는 다음과 같다. 첫째, 도시기본계획의 기본원칙에 명시된 환경성 측면을 물순환 및 LID를 적극적으로 고려하 도록 수정하였다. 둘째, 독립적인 부분별계획으로 ‘물순환 및 LID 계획’을 신설하였다. 물순환 및 LID 계획에는 ‘지역별 물순환 현황분석’, ‘기본구상’, ‘LID 관리지역 도출’, ‘관리구상도면’ 등의 내용 을 명시하였다. 셋째, 물순환과 LID 계획의 일관성을 유지하기 위해 각부분별계획의 내용을 수정하였다.
