Since the end of the second World War, Germany has conducted political education in an effort to promote critical awareness of its nation of the Nazi totalitarianism and accommodate its people to liberal democracy. After reunification of Germany in 1990, German political education has been conducted with a focus on the accommodation of the resident of the former East Germany to the new political system and overcoming the social and psychological gap between residents of the East and West Germany. Even after reunification, most of Germans consider political education as an essential part of democratic politics based on the principles of Harmony of Diversity. German political education is sponsored by the state throughout the whole educational system. Political education to adults outside school is also supported by the state administratively and financially. The coexistence of state political educational institutes, such as federal and state institutions on politics, and private political educational institutes indicates diverse educational systems as well as diversity of educational assignments and politics in Germany. Political independence and neutrality, and sustenance of the project have been possible thanks to financial support of the federal government as well as organizational stability.

민주주의 정치체계에서 정치사회화는 민주주의 사회에 적합한 인간의 형성과 관련되어 있다. 정치사회화 과정이 제대로 이루어졌다는 것은 민주시민 의식을 지닌 사회 구성원이 다수를 차지한다는 것을 의미하며, 이들에 의해 민주주의 정치체계가 안정적으로 발전해나가는 것이다. 이와 같이 사회구성원들에게 요구되는 능력과 태도를 가리켜 민주시민성(citizenship)이라고 하며, 이를 함양하는 활동을 정치교육(political education/politische Bildung) 또는 민주시민교육(civic education)이라고 한다. 독일은 전후 나치의 전체주의에 대한 역사적 비판의식을 고취하고, 새로운 자유민주주의 체제에 능동적으로 적응하기 위해 정치교육을 실시해왔다. 1990년 동서독 통일 후에는 동독주민의 체제적응과 동서독 주민간의 사회심리적 간극을 극복하는데 초점을 두고 정치교육을 국가민간차원에서 더욱 활발히 전개해오고 있다.독일의 정치교육은 국가주도형의 교육과정으로서 전 교육과정에 확고한 뿌리를 내렸으며 학교 외의 성인교육분야에서도 국가적인 행정적재정적 지원을 통해서 추진되고 있다. 독일 연방정치교육원 및 주정치교육원과 같은 국가기관과 민간단체의 병존은 교육의 과제와 정치적 다양성을 반영하는 동시에 독일의 정치교육체계가 갖고 있는 다원주의적 구조를 표현하는 것이다. 연방정치교육원의 정치적 자율성, 중립성 및 사업의 연속성은 조직구조는 물론 연방예산을 통한 안정된 재원확보가 있었기에 가능했다.
