This study tried to define the characteristics of the Xi Jinping government through a review of the process of power consolidation. And to this end, this paper compared it with Mao Zedong, the only person in the history of CCP who built and actually operated a one-man-rule system. On this basis, this paper also tried to find answers to questions such as ‘Did Xi Jinping establish the one-man-rule system?’, ‘Is the collective leadership system still valid?’ which frequently appeared in recent years. There are many analyses of the president Xi Jinping and comparisons with his predecessor, Hu Jintao. However, there were no analyses that were compared to the president Mao Zedong. Therefore, this paper examined and compared the method of the power consolidation during the Mao Zedong government in Chapter 2 and the Xi Jinping government in Chapter 3. At the end, Chapter 4 summarized Chapter 2~3 and tried to present its own answers and implications to the above mentioned questions.

본 논문은 중국 시진핑 주석의 권력 공고화 과정 고찰을 통해 시진핑 정부의 특징을 정의하고자 하였다. 그리고 이를 위하여 신중국 역사상 유일하게 일인지배 체제를 구축 하고 실제로 운영했던 인물인 마오쩌둥 시기와 비교하고, 동시에 이로써 근래에 빈번히 등장한 ‘시진핑 주석은 일인지배 체제를 구축한 것인가?’, ‘집단지도 체제는 아직도 유 효한가?’ 같은 질문에 나름의 답을 구하려 하였다. 현재 시진핑 시기 자체의 분석, 전임 인 후진타오 시기와 비교한 분석은 다수 존재한다. 그런데 일인지배 여부를 검토하며 의외로 마오쩌둥 시기와 비교하여 살펴본 분석들은 적었다. 때문에 본 논문은 제2장에 서 마오쩌둥 시기의, 제3장에서 시진핑 시기의 권력 공고화 방식을 고찰, 비교하였다. 그리고 제4장에서 이를 정리하며 상술한 질문에 나름의 답안과 시사점을 제시하려 하 였다.
