The purpose of this paper is to analyse the formation of Mongolia’s asymmetric interdependent relations with specific countries and its problems in terms of ‘sensitivity’ and ‘vulnerability’. Mongolia as a landlocked country borders on two powerful countries, China and Russia. It means that this geographical situation could make Mongolia expand interdependent relations with these countries. The expansion of interdependent relations could either increase cooperation between states or change power relations; however, the more essential point is these countries in interdependent relations have different sensitivity and vulnerability from the termination of interdependence. Mongolia since its independence has formed asymmetric interdependence with the Soviet Union. The termination of their interdependent relations due to the collapse of the Soviet Union resulted in food security crisis in Mongolia. While Mongolia has endeavoured to diversify its economic relations, Mongolia’s dependence on China has deepened. In particular, the situation that 90% of Mongolia’s coal export which accounts for 40% of Mongolia’s total export goes to China means Mongolia’s sensitivity and vulnerability is high according to the change of their relations. Mongolia’s asymmetric interdependent relations indicate that China and the Soviet Union which are relatively less dependent could strengthen their power in their relations with Mongolia. This also means Mongolia’s policy autonomy could be limited. In addition, Mongolia which is relatively more dependent has high degree of sensitivity and vulnerability due to the termination of interdependent relations, which eventually cause economic damages and high costs to Mongolia. In this sense, Mongolia needs not only to consider how to convert its asymmetric interdependent relations into symmetric ones, but also to find a way to make a counterpart – for example, China – asymmetrically interdependent on Mongolia.

본 논문의 목적은 몽골이 특정 국가에 대한 비대칭적 상호의존 관계의 형성과 이에 따른 문제점을 ‘민감성(sensitivity)’과 ‘취약성(vulnerability)’의 관점에서 분석하는 것이 다. 내륙국이라는 지리적 특성을 가지고 있는 몽골은 중국 및 러시아(구 소련)라는 두 강대국과 국경을 접하고 있다. 이러한 상황은 몽골이 이 국가들과의 상호의존 관계가 확대될 가능성이 높음을 의미한다. 상호의존 관계의 확대는 국가 간 협력을 증진시킬 뿐만 아니라 국가 간 권력관계의 변화를 발생시키기도 한다. 그러나 더욱 핵심적인 문 제는 국가들은 상호의존 관계의 단절로 서로 다른 민감성과 취약성을 가지고 있다는 점이다. 몽골은 독립 이후 소련과 비대칭적 상호의존 관계를 형성하였고, 소련의 붕괴 에 따른 관계의 단절은 몽골이 식량안보 위기에 직면하는 상황을 초래하였다. 이후 몽 골의 경제관계 다변화 노력에도 불구하고 몽골의 중국에 대한 의존은 심화되었다. 특히 몽골 수출의 40%를 차지하는 석탄 수출의 90%를 중국에 의존하고 있다는 점은 양국 관계의 변화에 따라 몽골의 민감성과 특히 취약성이 높다는 점을 의미한다. 몽골의 對 소련 및 對중국과의 비대칭적 상호의존 관계는 상대적으로 의존도가 낮은 소련과 중국 이 對몽골과의 관계에서 권력을 증대시킬 수 있으며 몽골은 정책의 자율성에 제한을 받을 수밖에 없음을 의미한다. 아울러 상대적 의존이 높은 몽골은 관계 단절로 인한 높은 민감성과 취약성을 가지게 되며 이로 인한 경제적 피해와 비용이 높을 수밖에 없다. 이에 몽골은 비대칭적 관계를 대칭적 관계로의 전환과 함께 상대국(예: 중국)이 몽골에 비대칭적으로 의존할 수 있는 방안을 강구할 필요가 있다.
