As a political principle, federalism concerns the division of power between national government and provincial or local governments. Federalism is sometimes thoughts to be a highly decentralized form of government because the provincial or local governments receive their powers not from the national government but from the constitution upon which the central and constituent governments are equally dependent for their spheres of jurisdiction We can easily find out the historical evidences from which over-centralized states failed to deliver peace and prosperity. Rather they delivered wars and repression more horrible than any other s before them. Federal systems conduct th world peace. Regional conflict and division will not go away easily in Korean Peninsular. Federalism is not a catch-all solution for all problems or a panacea. But it has been historically effective against regional and ethnic disputes in many countries.

Federalism은 좁은 의미에서 정부간 관계로 이해되는 한편, 넓은 의미로는 비집권화의 토대위에서 권력의 헌법적 분립에 의하여 구현되는 자치(self-rule)와 협치(shared rule)의 결합으로 이해할 수 있다. Federalism의 개념은 이처럼 권력의 집권화 경향에 대한 회의론에 따른 중앙과 지방의 상호견제의 정치적 의사결정에 초점이 맞추어진다. 이것은 정치의 집권화에 대한 대칭적인 개념으로서 분권화를 지향한다. 정치의 구심력(집권화과 원심력(분권화)이 상호균형을 이룰 수 있을 때, 정치행정의 이념으로서 민주성과 능률성을 동시에 실현시킬 수 있기 때문이다. 본 논문은 다음과 내용을 중점적으로 다루었다. ① 분권화의 가치와 민주주의, ② 평화의 길을 향한 세계 각 국의 Federalism의 추세, ③ 연방주의와 다원주의, ④ 분쟁지역에서의 화해전략으로서 Federalism, ⑤ 한반도의 평화안정통일을 위한 김 일성 주체상상에 의한 왜곡된 연방주의와는 판이한 서구 민주주의의 Federalism의 접근방법을 제시하였다.
