Korea and China have made achievements in various fields since official diplomatic relations in 1992. However, social and cultural conflicts between Korea and China are occurring are frequent, especially Koreans’ negative perception on China has steadily increased. Against this backdrop, this article claims that the recent social and cultural conflicts between Korea and China are structural impediments caused by overlapping part of tradition(including history and custom), combined with nationalist opinions. Therefore, it is difficult to resolve these conflicts with functionalist approach, such as promoting relations through communication and cooperation as generally presented by the Korean and Chinese governments. To put it more concretely, this paper will compare the responses of the two governments in the past to the “Northeast Project(東北工程)” and the “ethnic Koreans in China(朝鮮族)” issues. Through this analysis it will present policy implications for the further development of Korea-China relations.

한국과 중국은 수교 이후 30년간 다각적 교류를 통해 많은 성과를 일궈 왔지만, 2022 년 현재 양국 간의 사회·문화 갈등이 빈발하고 있으며 중국에 대한 한국인의 부정적 인식이 유례없이 높은 것이 현실이다. 본 고는 최근 한중 간의 사회·문화 갈등이 주로 중첩된 역사·문화의 귀속에 대한 의견차, 그리고 민족주의가 결부되어 야기된 구조적 문제이기 때문에 양국 정부가 제시하고 있는 소통과 협력을 통해 관계를 증진한다는 기능주의적 접근(functionalist approach)으로는 해결이 어려움을 지적한다. 더욱 구체적 으로는 동북공정 및 과계민족인 조선족 관련 갈등을 사례로 삼아 양국 정부의 대응을 비교·검토하고, 이를 토대로 더 나은 한중관계 발전에 필요한 정책적 시사점을 제시한 다. 각 사안에 대한 인식의 차이 그리고 국가-사회관계와 같은 체제의 상이성으로 인해 한국과 중국은 역사문화 갈등에 대해 서로 다른 정책적 접근법을 보였다. 이 같은 차이 를 고려한 대응방안 마련이 필요한 시점이다.
