Integration is a dominating key word in the current Korean politics. ‘Grand Coalition’ which has been under discussion among politicians, revision of election law as a complimentary mechanism for resolving disintegrating regionalism, and ‘tripartite agreement’ among employee, employer and state are main agenda, which are concerned with integration. While there has been a strong socio- political demand for the study on integration politics, sufficient number of domestic researches have to be undertaken yet. In every country, debate over the politics of integration is an on-going one. The current study aims at finding the political significance of the German integration politics for the future of the Korean politics by analysing its institutional characteristics, institutionalization process within the German society and problems facing it. The current study will, in the first place, give a systematic analysis to social market economy, electoral system and federalism as pivotal institutional mechanisms of integration politics in Germany. However, it will not be content with merely analysing institutions. It will further its analysis on the crisis facing institutional mechanisms in Germany which was given a salient feature in relation to the advent of new political as well as economic challenges. Germany's institutions of integration politics, seen as fully functioning with stability and efficiency is now facing the critical momentum of being dismantled due to socio-economic challenges as well as structural changes in politics, hence undergoing a process of searching new integration system through institutionalization reflecting these changes. The most important message the German integration politics facing a crisis at the moment conveys is the institutional mechanisms that have been functioning in its contemporary history.

통합(integration) 문제는 오늘의 한국정치를 지배하고 있는 대표적 화두 중의 하나다. 현실 정치권에서 거론되고 있는 ‘대연정’ 문제와 분열적 지역주의를 해결하기 위한 보완적 기제로써 논의되는 선거법 개정 및 ‘노사정’ 대타협 논의가 바로 통합과 관련된 주요 의제들이다. 통합정치 연구에 대한 정치사회적 수요는 매우 높은 편이지만, 국내에서는 이에 대한 충분한 연구 결과가 아직 제공되고 있지 못한 실정이다. 통합정치를 둘러싼 논쟁은 모든 국가에서 현재진행형이다. 본 연구는 1945년 이후 독일 통합정치의 제도적 특질과 독일 사회에 안착되는 제도화 과정 및 현재 당면하고 있는 문제점들을 점검해보고, 독일 통합정치가 한국정치의 미래와 관련하여 가지는 정치적 함의를 찾아보는 데 목적을 둔다. 본 연구는 우선 독일 통합정치의 대표적인 제도적 장치로서 사회적 시장경제와 선거제도 및 연방제를 체계적으로 분석한다. 하지만 제도적 분석에 안주하지 않고, 새로운 정치경제적 상황의 도래와 맞물려 부각되고 있는 독일 통합정치의 기제들의 위기를 추적한다. 안정성과 효율성을 지향하면서 그 기능을 충실히 수행해 온 것으로 평가받는 독일 통합 제도들은 경제사회적 차원에서의 도전뿐만 아니라 정치영역에서의 구조적 변화로 인해 해체의 위기에 봉착해 있으며, 새로운 내용을 담아내는 제도화를 통해 변환된 통합구도를 모색하는 과정에 있다. 현재 위기에 봉착해 있는 독일 통합정치가 우리에게 주는 가장 중요한 것은 독일 현대사에서 그간 실행되어 온 그 제도적 장치들에 있다.
