After the EU has established diplomatic relations with North Korea, it has demanded a more positive attitude and changes toward issues like nonproliferation of weapons of mass destruction, improvements of nuclear problems, improvements of human rights, and EU's efficient management toward North Korea support. Contrary to the early conciliatory postures, the EU's attitude has become more imprudent. The reason for the changes seems to be from the recognition of their need of close cooperation with the U.S. in order to adopt new security strategies and to prevent proliferation of weapons of mass destruction. The purpose of this paper is to look into EU`s Human Rights Policy toward North Korea, one of the rising issues, so to analyze the roles and meanings of the EU. According to how North Korea will respond to EU who is maintaining a strong position toward North Korea's human rights problems, North Korea's human rights problems will stand out in the future development of EU-DPRK relations. In order to analyze EU's position and policy toward North Korea's human rights problems, this paper plans to look over EU's North Korea human rights policy through EU's approach toward human rights policy's basis and North Korea human rights problems as international matters. Through these issues, there will also be an overview on EU-DPRK relations development which has been at a standstill after North Korea's nuclear crisis has occurred.

유럽연합은 2001년 5월 북한과의 수교 이래 남북관계 개선, 대량살상무기의 비확산 및 핵문제 개선, 인권상황 개선, EU 대북지원의 효율적인 운영 등 주요 이슈에 대한 북한의 보다 적극적인 태도변화를 요구하고 있다. 유럽연합의 대 북한정책은 초기의 유화적인 입장과는 달리 2003년을 전후하여 매우 강경한 입장으로 선회하는데, 이와 같은 전략변화에는 유럽연합 차원의 새로운 안보전략 채택과 대량살상무기 확산방지를 위해 미국과의 긴밀한 협조가 필요하다는 인식을 기반으로 한다. 본 논문의 목적은 유럽연합의 대북정책의 전략변화에서 최근 국제사회의 초미의 관심사로 대두된 이슈 중 하나인 북한의 인권문제에 대한 유럽연합의 입장을 집중적으로 다뤄보고, 아울러 한반도를 둘러싼 역학관계에서 유럽연합의 역할과 의미를 분석하는데 있다. 북한 인권문제에 대한 유럽연합의 강경한 태도변화에 대해 북한이 어떻게 반응할 것인가에 따라 북한인권문제는 향후 EU-북한관계의 진전에 있어 매우 중요한 문제로 부각될 것이다. 북한의 인권문제에 대한 유럽연합의 입장과 정책을 분석하기 위해 본 논문에서는 유럽연합의 인권정책의 근간에 대한 포괄적인 접근과 북한 인권문제를 국제적 차원에서의 이슈화를 통한 유럽연합의 북한 인권정책에 대한 입장과 정책을 살펴보고자 한다. 이를 통해 북핵문제 발발 이후 답보상태에 있는 유럽연합과 북한과의 관계진전에 대한 조망 역시 이루어질 것이다.
