This study examines annual debt planning, budgeting, and settlement of local governments, and aims to suggest an improvement plan. We comprehensively examine the extent of debt and local bond issuance reported on the mid-term local financial plans, financial disclosures, financial analysis reports, and national debt management reports. Our analyses suggest that a considerable amount of statistical data was presented in each report, but local governments’ debt planning and budgeting were not executed consistently from year to year. Therefore, the differences between reports need to be incorporated into the subsequent planning and execution process so that the mid-term local financial plan can play a sufficient role in helping plan financial projects. In addition, we suggest local governments to expand their revenue sources, which is closely related to debt planning and budgeting of self-reliant local governments. Furthermore, it appears that the disclosure environment of local governments needs to be changed to improve information users’(such as local residents) comprehension of the information. We hope that our study will contribute to discussion of the necessity of improving local debt management reporting.

본 연구는 지방채무관리 보고와 관련하여 계획･예산･결산･분석 현황을 점검하여 문제점을 파악하 고 개선방안을 제시하고자 한다. 이를 위하여 중기지방재정계획, 재정공시, 재정분석 종합보고서, 국가 채무관리 보고서상의 채무와 지방채 발행에 대한 현황 및 점검 자료 공시 항목을 살펴보고, 제공된 수 치를 바탕으로 계획이 실행이 연계성 있게 이루어지는지를 분석하였다. 분석 결과, 보고서별로 상당한 양의 통계 자료가 제시되고 있으나, 연도 간 계획의 일관성 및 계획과 실행의 일관성은 부족한 것으로 판단된다. 이에 중기지방재정계획이 계획성 있는 재정과 사업의 수행을 돕는 역할을 충분히 하도록, 각 보고서 간 차이에 관심을 두고 이를 이후 계획 및 실행 과정에 활용할 수 있도록 고려하는 것이 필요하 다. 또한, 세입 재원에 있어서 계획과 예산의 연계성이 상대적으로 높은 자체수입을 확대하는 것이 중 요하다고 생각되는데, 이는 지방자치단체의 자립과 관련하여 지속해서 논의된 바와 같다. 마지막으로, 공시와 관련하여 주민이라는 주요 정보이용자의 정보 접근성 및 이해가능성을 높이는 것이 중요하다고 생각되는바, 많은 양의 통계 정보를 담고 있는 보고서를 그대로 제공하는 것보다는 주요 정보를 알기 쉽게 제공하는 방안에 대해 생각해 볼 수 있다. 본 연구가 지방채무관리 보고 개선의 필요성에 대한 논 의를 활발히 하는데 이바지할 수 있기를 기대한다.
