The purpose of this study is to investigate the tone and change of response policies of both countries and the impact of each aspects of society through examples of cyber terrorism committed in India and Pakistan. I analyzed the types and contents of ciritical cyber terror that occurred after 2000 and the subjects of action. Then, I attempted to show the response policies of the two governments on the bases of the social, historical, and political situations of the two countries. Through this study, I tried to reveal like this. First, the nature of the subjects of cyber terror and second, the object and method of cyber terror. Third, I analyzed how cyber terror affects each field of society. Along with technological advances, the method of cyber terror is expected to be high-end, and countermeasures between the two countries against cyber terrorism are expected to become increasingly complex. This is expected to lead to strengthening of cybersecurity and much stronger monitoring of cyberspace between the two countries.

본 연구의 목적은 인도와 파키스탄에서 자행되고 있는 사이버 테러의 실례들을 통해 양 국가의 대응 정 책의 기조와 변화 그리고 분야별 영향을 규명하는 것이다. 이를 위해, 먼저 2000년 이후 발생한 중요 사이버 테러 의 종류와 내용, 행위 주체들에 대한 내용 분석을 하였다. 그런 다음 분석한 내용에 양국의 사회적·역사적·정치적 상황을 대입시켜 양국 정부의 대응 정책 및 시대와 상황의 변이에 따른 정책의 변화도 보여주고자 하였다. 본 연 구를 통해 첫째, 사이버 테러 행위 주체자들의 성격과 둘째, 사이버 테러의 대상 및 방법 등이 드러났다. 셋째, 사 이버 테러가 각 분야별로 어떠한 영향을 미치는지 분석하였다. 기술의 진보와 더불어 사이버 테러의 방법도 고도 화되고, 사이버 테러에 대한 양국 간 대응책도 복잡해지고, 사이버 보안 및 양국 간 사이버 공간에 대한 모니터링 도 훨씬 강화될 것으로 예상된다.
