Korea has grown faster than any other country in the world, and today's modern society is the starting point of the Fourth Industrial Revolution, complicated and high-rise buildings and technology convergence after the industrial revolution. Even if disasters not only threaten the lives of the people but also cause damage to the state due to physical and property damage, efficient disaster response can be achieved only when the characteristics of disasters are accurately known from the preliminary preparation and prevention stage. In order to respond quickly to such major disasters, Korea is making great efforts to reduce and restore damage as much as possible through integrated cooperation such as rapid and efficient on-site response system, mobilization at the national level, and joint response from government departments and local governments. This study aims to identify problems through literature research such as related papers, press articles, guidelines, and laws, and suggest improvement measures to efficiently respond to disasters that come without notice.

한국은 세계 어느 나라보다 빠른 성장을 해 왔으며, 이러한 성장을 통해 오늘날 현대 사회는 농·어업 중심의 사회에서 산업혁명 이후 고도의 산업화로 인하여 복잡하고 고층화된 건물과 기술융합의 시대인 제4차 산업혁명의 시작점으로 대형화재 재난의 발생뿐만 아니라 세월호 여객선 침몰사건과 제천 스포츠센터 화재사건 및 밀양 세종병원 화재사건, 평택물류창고 화재사건, 강원도 대형 산불사건, 이천 물류창고 화재사건, 청주 에코프로비엠 공장 대형화재사건 등으로 대규모 인명피해와 재산피해를 발생시켜 화재재난 발생 시 현장대응체계의 문제점 등 국가적으로 커다란 쟁점이 발생했다. 재난은 국민의 생명을 위협할 뿐만 아니라 신체적, 재산적 피해로 인하여 결과적으로 국가에 피해를 주기에 예고 없이 발생하게 되는 재난이어도 재난관리에 있어서 사전대비와 예방 단계에서 부터 재난의 특성을 정확하게 알고 있어야 효율적인 재난대응이 이루어질 수 있다. 이에 우리나라는 이와 같은 대형재난에 빠르게 대응하기 위하여 신속하고 효율적인 현장대응 체계의 수립과 활용, 국가 단위의 동원 등 통합적인 협력과 정부 관련 부서와 지방자치단체와 민관군 그리고 의료기관과 각종 공사 및 청사 등 지원기관의 공동대응을 통해 대형재난이 발생하였 을 때 피해를 최대한으로 줄이고 복구하기 위하여 많은 노력을 하고 있다. 본 연구에서는 관련 논문과 보도기사, 지침, 법령 등의 문헌조사를 통해 문제점을 파악하고 예고 없이 찾아오는 재난에 효율적으로 대응하기 위한 개선방안을 제시하고자 한다.
