Since the end of the Cold War, conflicts and wars at the national level have decreased, but various conflicts such as race, religion, and social issues within the country are deepening. The Latin American region is an area where direct and structural violence was reproduced based on the history of oppression and exploitation between white conquerors and the indigenous peoples who were ruled by the Spanish colonial rule, and it is very important for the study of peace. In particular, Colombia, as a major violence-prone country in Latin America, has suffered a long-term civil war in a three-party system including government forces and left- and right-wing illegal armed groups, for the past half-century. However, in 2016, the armed conflict between the Colombian government and the armed forces was ended through a peace treaty. The Colombia peace treaty has a very important meaning in that it is the institutional starting point for ending conflict and making peace. The purpose of this study would like to analyze the effects of the peace process to be developed in a ‘post-conflict society’ on human rights and development. Moreover, this article tries to analyze the violent pattern of civil war in this region and how the peace treaty was concluded, focusing on the case of the Colombia peace treaty. Finally, this study would look for finding out the implications of the Colombian peace process for peace on the Korean Peninsula by analyzing the progress of the peace process within Colombian society after the peace treaty.

탈냉전 이후 국가 단위의 충돌과 전쟁의 양상은 줄고 국가 내부의 인종, 종교, 사회적 문제 등 다양한 갈등이 심화 되고 있다. 라틴아메리카 지역은 스페인 식민통치로 인해 백인 정복자와 피지배자인 원주민과의 억압과 착취의 역 사를 기반으로 직접적 ‧ 구조적 폭력이 재생산된 지역으로, 평화연구에 매우 중요한 의미가 있다. 특히, 콜롬비아는 라틴아메리카 지역의 주요 폭력 발생 국가로서 지난 반세기 동안 정부군, 좌 ‧ 우익 불법 무장조직 등의 3자 구도 속 에 장기 내전을 겪었으며, 이로 인한 사회 내부의 인권유린과 폭력이 일상화되었던 국가이다. 그러나, 2016년 콜롬 비아 정부와 무장세력간 평화협정을 통한 무력분쟁이 종식되었다. 이러한 콜롬비아 평화협정은 분쟁을 종식시키 고 평화를 만들어가는 제도적 시발점이며 보장책이라는 점에서 매우 중요한 의미를 가진다. 본 연구는 ‘분쟁 후 사회(post-conflict society)’에서 전개될 평화 프로세스가 인권과 발전에 미치는 효과에 대해 분석하는 것이 목적이며, 본 논문은 콜롬비아 평화협정 사례를 중심으로 이 지역에서의 내전의 폭력 양상과 평화 협정 체결과정이 어떻게 진행되었는지, 그리고 평화협정 이후 콜롬비아 사회 내부의 평화 프로세스 진행 상황을 분석하여 콜롬비아 평화 프로세스가 한반도 평화에 주는 함의를 찾고자 한다.
