This study examines the theory of stable peace as an alternative approach to go beyond strained relations between peace and unification discourses in the context of the division system on the Korean Peninsula. The stages of stable peace vary from ‘reconciliation,’ that is coexistence between conflicting parties, to the establishment of a ‘security community’ or ‘union’. A key step to moving out of unstable peace to stable peace is a cognitive change in which hostile identities of conflicting parties are reconstructed so that war or armed conflict can be removed from options for foreign and security policies. The followings are the implications that staple peace provides for the Korean case: 1) stable peace can be a minimalist goal of peace and unification policy on which even those who are opposed to the necessity of unification can agree; 2) in order to deconstruct hostile identities between the two Koreas, it is essential to transform the culture of conflict in each Korean society; and 3) the primary emphasis should be placed on trust-building in political and security areas, which implies transformation in policies that have put a high priority on economic cooperation.

본 연구는 한반도 통일과 평화의 긴장성을 완화하고 불안정한 평화 상태에 있는 한반도에서 통일과 평화 정책을 둘러싸고 반복적으로 발생하는 불필요한 논쟁을 줄이는데 기여할 수 있는 ‘최소’의 정책 목표로서 안 정적 평화 개념을 탐구하고 한반도 평화에 주는 유의미한 시사점을 발견하는 것을 목적으로 한다. 폭력 갈등 으로부터 벗어나 불안정한 평화를 거쳐 안정적 평화 상태로 점진적이고 단계적으로 발전하는 과정으로서 평화를 인식하는 안정적 평화는 갈등당사자 간 평화로운 공존의 관계를 형성하는 ‘화해’ 단계로부터 점진적 이고 단계적으로 통합의 정도가 깊어지는 ‘안보공동체’와 ‘연방’을 포괄하는 개념이다. 불안정한 평화로부터 안정적 평화로 전환하는데 가장 중요한 단계는 상호적대적 정체성의 해체를 바탕으로 전쟁이나 무력의 사용을 외교·안보 정책의 옵션에서 제외하는 인지적 변화와 상호합의를 바탕으로 평화적 관계를 형성하고 제도화하는 것이다. 안정적 평화는 다음과 같은 시사점을 한반도에 제공한다. 우선 안정적 평화는 통일의 당위 성에 동의하지 않는 국민까지 동의할 수 있는 ‘최소’의 평화·통일 정책의 목표가 될 수 있다. 다음으로 안정적 평화로의 전환에 있어 상호적대적 정체성과 남북한 각 사회의 갈등문화의 해체와 같은 인지적 변화의 중요 성이다. 마지막으로 정치·군사적 신뢰 회복이 우선시 될 필요가 있다. 이는 기능주의를 기반으로 경제와 같 은 하위영역에서의 협력을 보다 중요시 했던 기존 정책 방향의 전환이 필요함을 의미한다.
