Whenever we deal with the issues of the American financial system, we often refer only to several major investment banks in the Wall Street and large commercial banks, for example, Bank of America, J.P.Morgan Chase, Citigroup. Going into further, Fidelity, a representative mutual fund in the United States and AIG, which is a worldwide famous insurance company, are occasionally being mentioned. However, regarding the financial system for the poor and small neighborhood businesses in the United States, there have been important financial institutions which have been neglected particularly in Korea. It is credit unions which play this crucial role, providing loans and credits for the poor and small neighborhood businesses more cheaply than mainstream commercial banks. This research aims at analysing the evolution of the American credit unions and its main specific roles in the American financial systems.

흔히 미국의 금융시스템을 논할 때, 월가의 투자은행 그리고 Bank of America, JP Morgan Chase, Citigroup과 같은 거대 상업은행만 떠올리기 일쑤이다. 좀 더 나아가면 Fidelity와 같은 뮤추얼펀드, AIG같은 보험회사들만 언급한다. 이들이 종종 주류 금융시스템 혹은 월가 금융시스 템이라 불린다. 하지만 미국의 지역사회나 소도시 등으로 내려가면 이들 주류금융시스템 못지않 게 일반 서민들의 일상생활과 밀착되어 중요한 기능을 해온 금융기관이 있는데 이것이 바로 미국의 credit union(신용조합)이다. 신용조합은 지역사회의 서민들의 금융배제를 완화하고 이들 에게 적절한 금융서비스를 제공하는데 큰 역할을 담당해 왔다. 본 연구는 우선 미국의 신용조 합의 발전과정과 현재 미국금융시스템에서 신용조합이 수행하는 중요한 역할들을 살펴볼 것이 다. 특히 월가금융의 논리와 확연히 구분되는 신용조합의 금융 논리(지역밀착형 관계금융)에 주 목할 것이다. 다음으로 2007-09년 미국의 금융위기 과정에서 신용조합이 어떤 상황에 직면했는 지를 전반적으로 살펴보고, 특히 법인신용조합의 위기를 집중적으로 분석할 것이다. 끝으로 미 국의 법인신용조합 위기에서 드러나는 자기정체성 혼동 문제와 최근 논란이 되고 있는 신용조 합의 법인소득세 면제혜택 문제에 대해 언급할 것이다.
