This study aims to explore the public necessity and the policy direction to promote culture in modern society by analyzing the risk of fragmented modern society after neoliberalism and examining the function of culture as a response to it. When the era of emphasizing the aesthetic value of culture was over, the economic value of culture was stressed in the time of creative industrial society that emerged with neoliberalism. Since neoliberalism efficiency revealed its limitations, however, the social function of culture has begun to attract attention in relation to social exclusion and the restoration of humanity caused by the 4th industrial revolution. While emphasizing the importance of the social function of culture, this study proposes cultural therapy, cultural care, and a solution to a crisis of cultural environment as a social function of culture to deal with the risk of modern society.

이 연구는 신자유주의 이후 파편화된 현대사회의 위험을 분석하고, 위험에 대한 대응으 로서 문화의 기능을 검토하여 현대사회에서 문화를 진흥해야 하는 공적 당위성과 정책 방 향을 살펴보는 데 목적이 있다. 문화의 심미적 가치가 강조되던 시대가 지나고 신자유주 의와 더불어 등장한 창조산업 시대에는 경제적 가치가 강조되고 있다. 신자유주의적 효율 화의 한계에 따른 사회적 배제와 4차 산업혁명으로 상실될 수 있는 인간성의 회복과 관련 하여 문화의 사회적 기능이 주목받는다. 이 연구에서는 현대사회의 위험에 대응할 수 있는 문 화의 사회적 기능이 중요함을 강조하면서, 해당 사례로서 문화적 치유, 문화적 돌봄, 문화적 환경 위기 대응을 살펴보았다.
