ILO의 양질의 노동(Decent Work)과 스마트 팩토리 – 자동차 산업의 사례를 중심으로 –

From the first industrial revolution to the fourth industrial revolution of the present day and the accompanying advances in technology, the nature of labor has been constantly changing. The main buzzwords in the current digital era are “digitalization” and “automation.” This article examines the problem of labor in a manufacturing-based smart factory in which conventional jobs or employment could be lost, replaced, or created as a result of digitalization and automation. When considering the issue of labor as a topic of Industry 4.0 or digitalization, the discussion on the influences on industrial labor, particularly manufacturing, is sparse. The drivers of digitalization and automation will have both positive and negative impacts on both manufacturing industries and workers working in smart factories. Therefore, it is increasingly important to ensure decent work for workers in smart factories. This study analyzes the definition of decent work by the International Labour Organization (ILO) and explores related indicators in relation to the digitalization and automation of the automotive industry. It also identifies and discusses obstacles to realizing decent and sustainable work in the automotive industry. The ILO’s decent work agenda emphasizes four main topics related to labor: (i) international labor standards and fundamental principles and rights at work; (ii) employment creation; (iii) social protection; and (iv) social dialogue and tripartism. The current and future automotive industry is strongly associated with digitalization, automation, and environmental issues, such as carbon neutrality and the green economy. The automotive industry is operating in a changing industrial environment due to factors such as global supply chain problems during COVID-19. In this environment, realizing decent and sustainable work in accordance with the ILO’s decent work agenda requires an emphasis on skills and lifelong learning; social protection and conditions of work; fundamental principles and rights at work; and social dialogue. The impact of digitalization and automation can vary, depending on factors such as industry, sector, occupation, task, company size, and progress stage of the smart factory. However, the case of the automotive industry sheds light on how decent and sustainable work can be realized in the manufacturing industry’s transition to the smart factory.

제1차 산업혁명에서 오늘날의 제4차 산업혁명에 이르기까지 기술의 진보에 따라 노동의 방식은 끊임없이 변화하여 왔다. 현재 우리가 경험하고 있는 디지털 전환 시대의 주요 키워드는 “디지털화”와 “자동화”으로 축약할 수 있다. 이에 본 연구는 디지털화와 자동화로 인하여 종래의 일자리가 소멸, 대체, 또는 창출될 수 있는 제조업 기반의 스마트 팩토리에서의 노동의 문제에 대하여 고찰한다. 그동안 제4차 산업혁명 또는 디지털화 등을 화두로 노동의 문제를 고민해왔을 때, 제조업 등의 산업 차원에서의 노동에 대한 영향에 대해서는 다소 그 논의가 부족하였다. 디지털화와 자동화라는 동인은 제조업이라는 산업과 스마트 팩토리화된 작업장에서 일하는 근로자에게 긍정적 그리고 부정적 영향을 동시에 줄 수 있을 것이다. 이에 노동의 질의 관점에서 이러한 스마트 팩토리에서 일하는 근로자의 양질의 노동을 실현해 나가는 것이 더욱 중요해진다. 구체적으로는 ILO의 decent work, 즉 양질의 노동의 개념과 관련 지표를 고찰한 후, 노동의 내용과 질을 측면에서 디지털화와 자동화를 경험하고 있는 자동차 산업의 사례에 적용한다. 그리고 자동차 산업에서 양질의 지속가능한 노동을 실현하기 위해 문제점과 이슈를 발굴하여 논의한다. ILO의 양질의 노동 어젠다의 네 가지 요소(① 노동에서의 권리 증진, ② 고용창출, ③ 사회적 보호, ④ 사회적 대화)는 모든 ILO 정책의 기초가 되고 있다. 또한 미래의 노동에 있어 양질의 노동을 실현하기 위해서는 기술변화에서 인간중심으로 접근하여 논의할 필요가 있다. 현재와 미래의 자동차 산업은 디지털화, 자동화뿐만 아니라, 탄소중립 실천 등 환경과 그린 경제 등의 실현과도 깊이 관련되어 있다. 또한 코로나19와 같은 상황에서 글로벌 공급망 문제 등 총제적으로 변화하는 산업환경 속에서 자동차 산업의 양질의 지속가능한 노동을 실현하기 위해서는 ILO의 양질의 노동 네 가지 요소를 기본 바탕으로 하여 “기술개발과 평생학습 등의 중요성”, “사회적 보호 및 근로조건”, “노동에서의 권리”, “사회적 대화”를 강조한다. 물론 디지털화와 자동화의 영향은 산업별, 업종별, 직종별, 직무별, 기업규모별, 스마트 팩토리의 진행 단계 등에 따라서 달라질 수 있지만, 자동차 산업의 사례를 통하여 제조업에서 스마트 팩토리로의 전환에 있어 양질의 노동을 실현하기 위한 제도개선방안의 시사점을 도출한다.
