The purpose of this article is to focus on the global citizen NGO activities of the Universal Peace Federation (UPF) in order to understand the peace thought of Moon Sun-Myung and Han Hak-Ja in the Heavenly Unified world. The core of their peace thoughts is to have a personality that can match the human body and mind. To practice this, they founded UPF in 2005, and acquired ‘general consultative status’, which is the highest status of UN ECOSOC in 2018. UPF has been conducting various practical activities as a global citizen NGO for world peace. However, it is necessary to strengthen the following practical alternatives for more advanced global citizen NGO activities in the future. First, UPF should focus on fostering a healthy civil society through its original role of an ‘issue producer’ as NGO. In addition, an ‘image strategy’ is needed to expand the scope and become a global citizen NGO that can move ‘living power’. Second, UPF needs to play a role of suggesting alternatives to complex problems by effectively utilizing the ‘big data system’ while conducting a concrete practical peace movement on social issues. Third, UPF should be more specialized as an alternative presenter and monitor of information provision in order to lead the peace movement at home and abroad, and enhance ‘communication skills’ through the citizen NGO movement. Fourth, UPF should act as a conflict mediator in the local community and establish a ‘livingzation of citizen NGO’. Finally, UPF needs a new perception shift and strategy to understand the international politics of a rapidly changing new cold war system such as the US-China conflict for world peace movement called the Heavenly Unified Korea and the Heavenly Unified world. Considering the Japanese aggression and the division of the 38th parallel, it can be said that it was because of the easy view of the political leaders who could not actively cope with the rapidly changing international situation at the time.

본고의 목적은 문선명·한학자선생의 신통일세계 평화사상을 이해하기 위하여 천주평화연합(UPF)의 글로벌시민 NGO활동을 중심으로 고찰하고자 한다. 양위 분의 평화사상의 핵심은 인간의 몸과 마음이 일치할 수 있는 인격성을 갖추는 것이다. 이를 실천하기 위해 양위분은 천주평화연합 창설(2005)하고, UN ECOSOC (경제사회이사회)의 최고지위인 ‘포괄적 협의지위’획득(2018)에 성공하였다. 천주평 화연합은 세계평화를 위한 글로벌시민 NGO로서 실제적인 다양한 활동을 전개해 왔다. 그러나 미래의 더욱 발전된 글로벌시민 NGO활동을 위하여 다음과 같은 몇 가지의 실천적 대안을 강화할 필요가 있다. 첫째, 천주평화연합은 ‘이슈생산자’라는 본연의 NGO역할을 통해 건전한 시민 사회를 육성하는데 집중해야 한다. 그리고 외연 확대를 위한 ‘이미지전략’이 필 요하며, ‘살아있는권력’을 움직일 수 있는 글로벌시민 NGO가 되어야 한다. 둘째, 천주평화연합은 사회적 이슈에 대한 구체적인 실천적 평화운동을 전개하며 ‘빅 데이터시스템’을 효과적으로 활용하여 복잡한 문제에 대한 대안 제시자의 역할이 필요하다. 셋째, 천주평화연합은 국내외의 평화운동을 선도하기 위하여 정보 제공의 대안 제시자·감시자로서의 보다 전문화하여 시민NGO운동을 통한 ‘의 사소통능력’을 높여가야 한다. 넷째, 천주평화연합은 지역공동체에서 갈등 조정 자의 역할을 하며 ‘시민NGO생활화’를 정착시켜 나가야 할 것이다. 마지막으로, 천주평화연합은 신통일한국과 신통일세계라는 세계적인 평화운동을 위하여 미중 갈등과 같은 급변하는 신냉전체제라는 국제정치를 이해할 수 있는 새로운 인식 의 전환과 전략이 필요하다. 일제침략과 그로 말미암은 38선분단도 따지고 보면 당시의 급변하는 국제상황을 능동적으로 대처하지 못한 정치지도자들의 안이한 시각 때문이라고 할 수 있다.
