Natural and social disasters frequently break out and violent crimes are continually reported worldwide. So, citizens are increasingly becoming aware of their safety and securities, and consequently, the global security market size is growing. In general, the security market is consisted of information security and physical security. The purpose of this study is to find out political support programs for the physical security industry through field surveys. First of all, we identified the definition, scope and ecosystem of the physical security market. And then, field surveys have been conducted in two ways, one is from the perspective of SMEs and the other one is from the experts’ viewpoint. The former was investigated with a formal questionnaire and the latter was examined using a Delphi method. A result of the study shows that SMEs prefer programs such as the test and certification support for global and domestic markets, public spaces for research and/or production, finding new markets, promotion and marketing support and funding for research and development. The other finding presents that experts emphasize on expanding domestic markets with public support programs such as creating public demands, security consulting for public facilities, developing public business models, fostering start-ups and operating training programs for technical professionals. The need for funding R&D has fused into one by the SMEs and the experts. Consequentially, the demands from the two groups should be considered in a balanced way when introducing political support programs for the physical security industry. This study is significant in the sense that the field surveys have been firstly conducted for fostering physical security industry and found out the needs of political support programs in detail by SMEs and experts.

전 세계적으로 사회적·자연적 재난·재해 및 강력범죄가 끊임없이 발생하고 있다. 이에 시민들의 안전과 보안에 대한 관심이 높아지고 있으며 국내외 보안시장이 성장 하고 있다. 보안시장은 정보보안과 물리보안으로 구성되는데 우리나라는 정보보안 산업 육성에 큰 비중을 두는 반면 물리보안산업에 대한 관심은 상대적으로 적은 편 이다. 본 연구는 국내 물리보안산업을 육성하는 것이 필요하다는 것을 강조하고 이 를 위해 필요한 정책을 발굴하는 것이 목적이다. 먼저 물리보안산업의 정의와 범위 를 제안하고 생태계를 살펴보았으며 이를 기반으로 기업의 관점과 산업의 관점으로 나누어 정책수요조사를 실시하였다. 조사결과, 기업들에게는 국내외 시험인증, 연구·생산 공간, 국내외 판로개척, 홍보· 마케팅 및 연구개발비 지원이 가장 시급하면서도 중요한 것으로 분석되었다. 이와는 달리 전문가들은 공공수요 창출 및 공공시설 물리보안 닥터사업, 공공 비즈니스 모 델 개발과 같은 사업을 통해 국내시장을 확대하고 스타트업 육성, 전문인력 교육과 정 개설 등과 같은 산업의 기반을 튼튼히 하는 사업의 중요도와 시급성을 높게 평가 하였다. 다만 기술개발 지원을 통한 기술경쟁력 강화가 필요하다는데 대해서 두 그 룹 모두 동의하였다. 따라서 공공부문에서 물리보안산업 육성정책을 추진할 때 두 그룹의 수요를 골고루 반영하는 것이 필요하다. 본 연구는 국내 물리보안산업 육성정책을 위해 처음으로 기업 및 전문가 대상 정책수요를 조사하여 구체적인 정책과제 를 제안하였다는 점에 의의를 둘 수 있다.
