Japan’s circumstance – entry to a super-aged society ahead of South Korea, and facing severe elder abuse issues – could provide implications in solving the problem of elder abuse in South Korea. This study investigates elder abuse and its problems using recent statistical data on domestic elder abuse in Japan. Analysis showed that caregiver stress, elderly victim’s symptoms of dementia, and poverty rate of the affected family were major causes of elder abuse. In addition, the study showed that caregiver stress resulted to young carer and elder homicide. To address elder abuse issues, Japan launched programs to improve family caregiving culture; to isolate the victim from the perpetrator upon detection of domestic elder abuse; to alleviate caregiving burden through young carer and counseling support; to promote adult guardianship. This research provides insights into the current state of elder abuse and the associated problems in Japan. Moreover, the implications of this study will contribute in future research on elder abuse prevention and policy decision in South Korea.

한국보다 먼저 초고령화 시대에 접어들었고 노인학대 문제가 심각한 일본의 실태는 우리나라 노인학대 문제를 해결하는데 시사점을 제공하리라고 생각한다. 이에 이 연구 는 일본 가정에서의 노인학대 관련 최근 통계자료를 근거로 노인학대 실태와 문제점을 분석하였다. 분석결과 학대행위자의 간병스트레스, 피해노인의 치매 증상, 가정의 경제 적 곤궁이 주요 학대원인으로 나타났다. 특히 학대행위자의 간병피로는 ‘영 케어러’와 ‘간병살인’이라는 새로운 문제를 야기하고 있다. 일본에서는 노인학대문제 해결대책으 로 가정에서의 학대발견 시 학대자와 피학대자의 적극적 분리와 가족중심의 간병문화 개선, 영 케어러 등 간병가족들의 간병부담 경감 및 심리상담 지원, 성년후견제도의 활 성화 등의 정책을 시행하고 있다. 이 연구는 현재 일본의 노인학대 실태와 문제를 분석 했다는 의의를 가지며, 도출된시사점을 통해향후 우리나라의 노인학대 예방대책연구 및 정책결정에 기여할 것으로 예상한다.
