Terrorist groups have been recognized as an organization to pursue noble values such as political or religious purposes, but they can never be free from the issue of "securing funds." They engage in various criminal activities to prepare self-rescue measures for survival. This is called "the Crime-Terror Nexus." It is attracting attention because the attributes of the two groups combined creates synergy and therefore is becoming a significant threat to the security of international community. This study explored the causes of terrorist groups' involvement in crimes with the factors influencing them, and attempted to derive implications for future countermeasures through a case study on what types of international crimes terrorist groups have actually been involved in. As a result of eight international terrorist organizations' case analysis, it was found to be related to diverse types of crime such as drug trafficking and hostage kidnapping. Although terrorist groups have not yet emerged in South Korea, as the number of foreign migrant workers increase, they are showing movement to become influential; Muslims from Central Asia have been caught trying to fund terrorist organizations; and transnational crime elements such as drugs and smuggling have been identified around the community. Therefore it is necessary to be prepared for the possibility of the "the Crime-Terror Nexus" from now on.

테러단체는 정치적 목적 등 명분을 추구하는 존재로 인식되어 왔으나 ‘자금 확보’ 문 제로부터 결코 자유로울 수 없다. 이들은 생존을 위한 자구책 마련을 위해 각종 범죄활 동에 개입하게 된다. 이를 “테러와 범죄와의 결합현상”이라고 하는데 이것이 주목받는 이유는 두 집단의 속성이 합쳐져 시너지 효과를 내면서 국제안보의 큰 위협요인이 되 고 있기 때문이다. 이 연구는 테러단체가 범죄에 개입하는 현상의 원인과 이에 영향을 미치는 요인등을 살펴보고, 실제로 테러단체들이 어떤 유형의 국제범죄에연관되어 왔 는지 사례 연구를 통해 향후 대응방안에 대한 시사점을 도출해보고자 하였다. 8개 국제 테러단체의 사례분석 결과 마약밀매, 인질납치 등 여러 유형의 범죄와 연관되어 있는 것으로 파악되었다. 우리나라에서는 아직 테러단체는 출현하지 않았으나 외국인 이주 노동자가 증가하며 세력화 움직임을 보이고 있으며 중앙아 무슬림들이 테러단체에 자 금을 지원하려다 적발된 사례가 있는 데다 커뮤니티를 중심으로 마약ㆍ밀수 등 국제범 죄 요소가 확인되고 있어 향후 테러와 범죄의 결합현상 가능성에 대비가 필요하다.
