Integrated case management plays an important role as a community-centered visit-type welfare service. The purpose of this study was to explore the experience of providing services to integrated case managers during the COVID-19 pandemic, and to understand and respond to crisis situations in seeking efficient operation and delivery plan of integrated case management. In this study, one-on-one in-depth interviews were conducted with four integrated case managers, and the interview data were analyzed using a qualitative case study method. As a result of the study, four major themes were derived. The main themes were 'lack of control tower function', 'limitation of client's non-verbal communication and situational empathy by non-face-to-face contact', 'resource imbalance and difficulties in medical support', and 'responding to the COVID-19 crisis alone'. Based on the results of this study, this paper suggests the need for reexamination of control function of integrated case management and its capacity building, response manual by crisis level and virtual network for resource sharing to discover vulnerable households and welfare blind spots, and support smooth integrated case management services in a crisis situation such as the COVID-19 pandemic.

통합사례관리는 지역사회 중심의 방문형 복지서비스 역할을 중요하게 감당하고 있다. 본 연구의 목적은 COVID-19 시기에 통합사례관리사를 대상으로 서비스 제공 경험을 탐색하며 위기상황 이해 및 대응상황을 파악 하여 위기상황에서 통합사례관리의 효율적 운영과 전달방안을 모색하고자 하였다. 본 연구수행을 위해 통합사 례관리사 4인을 대상으로 일대일 심층면담을 실시하였고 면담자료를 질적사례연구 방법으로 분석하였다. 연구 결과 4개의 대주제가 도출되었다. 대주제는‘컨트롤 타워 기능 부족’,‘비대면에서 클라이언트의 상황적 공감 파악의 한계’,‘자원 불균형 현상과 의료서비스 지원의 어려움’,‘위기발생에 대한 부담감과 지지체계 부족’이었다. 본 연 구결과를 토대로 코로나 코로나19와 같은 위기상황에서 취약가구, 복지사각지대 발굴에 대한 원활한 통합사례 관리 서비스 지원을 위한 컨트롤타워 기능 재점검 및 강화, 단계별 위기대응 매뉴얼 구축, 자원공유를 위한 가 상 네트워크 구성의 필요성을 제언하였다.
