The purpose of this study is to find problems in related laws and regulations for school sports facility management by examining domestic sports facilities related laws and overseas cases of IAQ management and to find ways to improve them. As for the domestic IAQ standards, it was found that the foreign countries have strengthened standards for sensitive facilities (medical facilities, educational facilities, etc.). In general facilities except for sensitive use facilities, strict or relaxed standards were applied compared to overseas standards depending on the substance. On the other hand, it can be seen that the WHO, the United States, and Germany are subdivided enough to prepare detailed standards in consideration of the length of time people stay. In the special situation of sports activities in indoor sports facilities, IAQ is directly related to health, so it should be carefully considered. In particular, considering that it is a school sports facility for students in the growth phase, it seems urgent to have a stronger standard than now. The interest in the IAQ of indoor sports facilities in schools is encouraging, including the addition of laws of the School Health Act in 2020 and some revisions to the enforcement rules. However, as we have seen through overseas cases since it is the School Health Act for students, it is thought that more detailed standards and enforcement rules should be prepared than now.

본 연구의 목적은 국내 체육시설 관련 법규 및 IAQ 관리 해외사례를 조사하여 학교체육시설 관리를 위한 관련 법규 및 규정에서의 문제점을 찾아 개선방안을 모색하는데 목적이 있다. 국내 IAQ의 기준은 민감 이용시설(의료시설, 교육시설, 등)은 외국에 강화된 기준을 적용하고 있는 것으로 나타났다. 민감 이용시설을 제외한 일반 시설에서는 물질에 따라 국외 기준과 비교했을 때 엄격한 기준을 적용하거나, 또는 완화된 기준을 적용하고 있었다. 한편 WHO, 미국, 독일은 사람이 머무는 시간을 고려하여 세부적 기준을 마련할 정도로 세분화한 것을 알 수 있다. 실내 체육시설은 스포츠 활동이라 는 특수 상황에서 IAQ는 건강과 직접적 연관이 있으므로 신중히 고려해야 할 사항이다. 특히 성장기 학생을 대상으로 하는 학교 체육시설인 것을 감안한다면 지금보다 강화된 기준이 시급해 보인다. 2020년 학교보건법의 법령이 추가되고, 시행교칙에 일부가 개정되는 등, 학교 실내 체육시설의 IAQ에 대한 관심은 고무적인 일이라 할 수 있다. 그러나 해외사례 를 통해 살펴보았듯이 학생을 대상으로 하는 학교보건법이므로 지금보다 세부적인 기준과 시행규칙 등을 마련해야 할 것으로 생각된다.
