This paper analyzed the effect of detailed characteristics of participation in training for the unemployed on training performance based on the operational data of the MyJob Learning Card, which has been a major training support system for the unemployed since 2011. In particular, it was examined how the number of training courses and the length of training courses had an effect on long-term labor market performance as measured by average wages in employment insurance-insured jobs. As a result of the analysis, it was confirmed that the effect of participation characteristics in training for the unemployed on earning power differs depending on the situation of the training participants, especially the education level and wage level. Therefore, in order to improve the effectiveness of training for the unemployed, it is necessary to take differentiated measures according to the characteristics of the target groups. In particular, it was confirmed that the improvement of basic learning ability and long-term training course could be effective for the low-skilled and low-educated people. Through this analysis, it was possible to understand more concretely the effects of training for the unemployed in the form of training vouchers in Korea, and to obtain practical implications for improving the effectiveness of training for the unemployed.

본 논문은 우리나라 실업자훈련의 효과성 제고를 위한 정책 방향 모색을 위해, 2011년 이후 실업자훈 련 지원제도로 운영되었던 구직자 내일배움카드의 운영 실적을 기초로, 실업자훈련 참여에서의 세부적인 특성이 훈련 성과에 미치는 영향을 분석하였다. 특히 훈련 바우처 방식으로 운영되는 구직자 내일배움카 드에서 훈련 참여자의 자율적 의사결정 범위가 넓은 상태에서, 훈련 참여의 횟수와 훈련과정의 길이가 고용보험 일자리의 평균임금으로 측정되는 장기적 노동시장 성과에 어떤 영향을 미치는지 살펴보았다. 분석 결과, 실업자훈련에 대한 참여 특성이 장기적 노동시장 성과에 유의미한 영향을 미치고 있으며, 그 러한 영향이 훈련 참여자들의 특성에 따라 달리 나타나는 것을 확인하였다. 따라서 실업자훈련의 효과 개선을 위해 대상자의 특성에 따라 차별화된 대책이 필요하며, 특히 저학력 저숙련층에 대해 기초학습능 력의 제고와 장기간의 훈련 과정이 유효할 수 있음을 확인하였다. 이러한 분석을 통해 우리나라에서 훈 련바우처 방식의 실업자훈련이 갖는 효과를 보다 입체적으로 이해할 수 있었으며 실업자훈련 성과 제고 를 위한 구체적 시사점을 구할 수 있었다.
