Purpose : The purpose of this study is to respond to measures to expand the scope of tariff benefits for Korean companies in preparation for the entry into force of the RCEP (Comprehensive Regional Economic Partnership), the largest multilateral trade agreement. Research design, data, methodology : This study examined the contents of RCEP by major fields through customs administration operation guidelines and utilization strategies according to the RCEP entry into force, and effective response strategies of Korean exporters through the rules of origin and country of origin procedures in the RCEP agreement. Results : Unlike before, RCEP unified the standards of origin, and in addition to institutional issuance, autonomous issuance by certified exporters and Back-to-Back certificates of origin. In addition, it is expected that the scope of FTA benefits will be expanded by allowing accumulative criteria of origin. Conclusions : In conclusion, RCEP is a large-scale agreement covering one-third of the world's trade, economy, and population, so our companies will be able to lay the foundation for market expansion and economic growth through RCEP participation. Since RCEP is the first FTA to open the mutual market between Korea and Japan, Korean companies will have to accurately understand the main contents of the agreement to expand FTA tariff benefits through RCEP. If necessary, it should be possible to accurately determine the origin through an expert customs agent.

본 연구는 세계 최대 규모의 다자간무역협정인 RCEP(역내포괄적경제동반자협정)의 발효에 대 비한 우리나라 수출입기업의 대응방안에 대하여 연구하였다. RCEP은 기존의 FTA와는 달리 우리나라와 일본과의 첫 시장개방이라는 점에서 눈여겨 봐야 한다. RCEP의 양허수준이 다른 FTA에 비하면 높진 않지만 그동안 FTA마다 상이한 원산지 기준을 통일하였고, 원산지증명서 에서 기관발급 외에 원산지인증수출자의 자율발급(원산지신고서) 방식도 허용하였으며, 해외 생산거점이 많은 우리나라의 입장에서 적극 활용이 가능한 연결원산지증명서를 도입하였다. 또한, RCEP은 역내 국가에서 생산된 부분품을 한국에서 최종상품으로 생산후 RCEP 역내 국 가에 수출할 수 있는 포괄적 누적기준이 적용되므로 FTA 관세혜택의 수혜 범위가 더 넓어질 것으로 기대된다. 정부당국인 관세청에서도 Mega-FTA인 RCEP을 지원하기 위해서 RCEP 맞춤 형 관세행정 서비스를 제공하고 있다. 우리 수출입 기업의 입장에서도 기체결된 FTA와 RCEP 의 협정세율을 비교하여 활용한다면 지금보다 더 유리한 측면에서 수출계약을 체결할 수 있을 것이며, 수입기업도 우선순위 선정에 따라 협정세율을 적용한다면 더 많은 관세혜택을 볼 수 있을 것이다. 그리고 수출입 기업의 입장에서 RCEP을 적극적으로 활용하기 위해선 수출입 원 산지 전문가인 관세사의 컨설팅 조력도 필요할 것이다.
