The RoK-U.S. SMA has been repeated every year from the first agreement between the United States and The Republic of Korea in 1991 to the 11th Agreement in March 9, 2021. Of these, the 11th Agreement was finalized on March 10, 2021 after a year and six months after the official start of negotiations between the two countries in September 2019. Specifically, the 11th Agreement began under the U.S. Trump administration, but as disagreements between the United States and the United States were sharply opposed, they failed to make a solution, but rather in the Biden administration, they quickly reached an agreement. Accordingly what discriminatory negotiations has the South Korean government had in negotiating SMA with the U.S. Trump-Biden administration? In terms of our negotiating behaviors, I tried to analyze each negotiation strategy. As a result, the Trump administration, the Biden administration, and South Korean government were different among their own negotiating behaviors or approaches(relative recognition, negotiation object, negotiator attitude, negotiation strategy), and in particular, the increased negotiating power of the Rok Government was conspicuous according to the increased national power.

한미 방위비분담금 특별협정(SMA)은 동맹관계 하에서 1991년 양국 간 제1차 협정을 시 작한 이래 2021년 3월 9일 제11차 협정에 이르기까지 매 회차별 반복되어 왔다. 이 중 제 11차 협정은 2019년 9월 양국 간 협상이 공식 개시된 이래 1년 6개월이라는 장기간을 거 쳐, 2021년 3월 10일에 이르러서야 협상이 결국 타결, 합의에 이르렀다. 구체적으로는 제 11차 협정이 미 트럼프 행정부에서 시작하였으나 한미 간에 이견이 첨예하게 대립함에 따라 마무리 짓지 못하고, 오히려 바이든행 행정부에 들어서서 일사천리로 타결에 이르렀다. 이와 같이 협상과정 및 결과의 극명한 대조에 따라 본 연구에서는 한국 정부와 미 트럼프 -바이든 행정부와의 방위비분담금 협상에 있어서 어떠한 차별적인 협상행태가 있었던 것인 가?라는 의문을 제기하면서, 이를 해소하기 위해 양국의 협상행태 측면에서 접근, 분석하였 다. 그 결과 미 트럼프 행정부와 바이든 행정부, 그리고 한국 정부 각각의 협상에 대한 접 근법, 즉 협상행태(상대인식, 협상목표, 협상자 태도, 협상전략)가 상이하였음을 구별할 수 있었으며, 특히 한국 정부의 국력 상승에 따른 협상력도 상승하였음을 확인할 수 있었다.
