Today, cyberspace has emerged as an essential living space. This space functions as a channel of consciousness, emotion, and information among people. Accordingly, cyberspace has also emerged as an important space in destructive and violent activities such as terror and war. Especially, responding to such an environmental change, terrorist organizations quickly adapted to. They are creative, innovative, and proactive in the use of cyberspace for the terrorist purpose. It is anticipated that such a problem of terrorists’ use of cyberspace for propaganda becomes even more aggravated in the coming years. The purpose of this article examines domestic and international factors affecting on the level of terrorist threats. Especially, it focuses on the propaganda in cyberspace, where both domestic and international factors complexly appear, associated with the elevation of terrorist threat level. In other words, this article focuses on the impact of terrorists’ propaganda in cyberspace. In this paper, the meaning of terrorism or terrorists is limited to Islamic extremism or extremists who are most active in cyber propaganda today. Cyber propaganda includes both domestic and international factors in that both domestic and international factors complexly and without clear distinction function.

사이버 공간은 오늘날 특히 4차 산업혁명 시대에 주요한 삶의 공간으로 등장하였다. 이 공간은 사람들의 의식과 감정, 그리고 정보를 연결하는 소통의 통로로서 작동한다. 때문에 테러나 전쟁과 같은 파괴 또는 폭력 활동에 있어서도 중요한 핵심공간으로 등장하였다. 이러한 환경변화에 특히 이 연구의 주요 관심대상인 테러단체들이 빠르게 적응하고 있다. 이들은 사이버 공간의 테러목적 이용 에 창조적이고 선도적이며 적극적이다. 향후 테러단체의 사이버 상 선전·선동·프로파간다의 문제는 더욱 심각해질 것이라고 전망된다. 이 연구의 목적은 테러위협수준에 영향을 미치는 국내, 국제적 요인들에 대해 살펴보는 것이다. 특히 그 가운데에서도 국내, 국제적 요인들이 복합적으로 나타나는 사이버 상의 선전, 선동, 프로파간다가 어떻게 테러리즘 위협수준의 증가와 관련이 되는 지를 살펴 보는데 초점을 맞춘다. 바꾸어 말하면, 이 논문은 테러단체의 사이버 공간에서의 선전·선동·프로파간 다의 영향력에 대해 분석한다. 여기서 의미하는 테러리즘은 최근 들어 사이버 상에서의 선전·선동· 프로파간다를 적극적으로 수행하고 있는 이슬람 극단주의 성향의 사례로 한정하였다. 사이버 공간이 최근 들어 국내, 국제적 요인들이 뚜렷한 구분 없이 복합적으로 작용하고 있다는 점에서 사이버 공 간에서의 선전, 선동, 프로파간다는 국내, 국제적 요인들을 모두 포함하는 것으로 이해할 수 있다. 이 연구의 주요 결론은 다음과 같다. 사이버 공간을 통한 선전, 선동, 프로파간다와 연계된 극단주의 와 테러리즘은 어떤 주장이나 종교, 신념을 내세우는가와 무관하게 자기주도형이라는 특성을 공유한 다. 사이버 공간을 통해 극단주의 믿음과 가치들이 확산되고 이를 통해 테러공격자의 자기주도형 테 러공격을 부추긴다. 여기서 주로 중요한 자아의 상실, 낮은 자존감, 우울, 소외, 권위주의적 태도, 폭력성향 등의 취약성이 있는 행위자들이 급진화의 대상이 되는데 이 과정은 양방향적이다.
