A large number of female married immigrants living in Korea are in a very poor situation economically, and they are looking for a job to get out of the difficult economic situation, but they are blocked by practical barriers that require high level of Korean language and job skills. The economic difficulties are not improving as there are many cases where they find a simple job. In order to solve these economic problems of female married immigrants, the government and local governments are providing them with Korean language education and employment support education, but the economic difficulties of married immigrants have not been resolved. This researcher conducted research based on the perception that ‘there will be a relationship between Korean language education for female marriage immigrants and employment’ and ‘the low effect of Korean language education on employment support may be related to employment support laws and regulations’. As a result of the study, it was confirmed that there is a strong relationship between Korean language and employment, and that Korean proficiency affects employment. Taking this into consideration, the ‘Korean language education for vocational purposes’ policy and the improvement of laws regarding the ｢Multicultural Families Support Act｣ to provide a legal basis to ensure the execution of the policy are proposed. The law improvement measures proposed in this study have a positive effect on the continuous and stable operation of employment support education, by laying the legal basis for the implementation of ‘vocational Korean education’ for female married immigrants, can be expected. This study differs from other studies in that it proposes a policy of ‘Korean language education for occupational purposes’ that can achieve both improvement of Korean language ability and job competency in the case of employment support, and also suggests ways to improve the relevant laws to secure the effectiveness of the policy and lay the legal basis.

한국에 거주하는 다수의 여성결혼이민자가 경제적으로 매우 열악한 상황에 놓여 있으며, 이 들이 어려운 경제 상황을 벗어나기 위해 구직활동을 하지만 높은 수준의 한국어 구사 능력과 직무능력을 요구하는 현실적인 장벽에 가로막혀 전문 직종에 취업하지 못하고 단순한 업무 직종 취업에 그치는 경우가 많아 경제적인 어려움이 개선되지 못하고 있다. 이러한 여성결혼이민자의 경제적 문제를 취업지원으로 해결하기 위해 정부와 지방자치단체 등이 이들에게 한국어 교육과 취업지원 교육을 제공하고 있지만, 여성결혼이민자의 경제적 어려움이 해결되지 않고 있다. 본 연구자는 ‘여성결혼이민자를 위한 한국어 교육과 취업 간에 관련성이 있을 것’이며, ‘한국어 교육이 취업지원 효과가 낮은 것은 취업지원 관련 법령과 관련이 있을 것이다’라는 인식을 바탕 으로 연구를 진행하였다. 연구 결과 한국어와 취업 간에 관련성이 많으며, 한국어 능력이 취업에 영향을 미친다는 것을 확인하였다. 이러한 점에 착안하여 한국어 능력과 직무능력을 동시에 높이기 위한 ‘직업목적 한국어교육’ 정책과 동 정책을 통한 여성결혼이민자의 취업지원 강화를 위해 ｢다문화가족지원법｣에 관한 법령 개선방안을 제시하였다. 동 연구에서 제안한 법령 개선방안은 여성결혼이민자를 대상으로 하는 ‘직업목적 한국어교육’ 실행에 관한 법적 기반이 마련됨으로써 교육 운영에 필요한 인원 및 예산확보를 비롯하여 지속 적이고 안정적인 취업지원 교육 운영에 긍정적 효과를 기대할 수 있다. 동 연구는 취업지원 문제를 한국어 능력향상과 직무능력 향상을 동시에 달성하기 위한 ‘직업목적 한국어교육’ 정책 을 제안하고 아울러 동 정책의 실효성 확보와 법적 근거 마련을 위해 관련 법제 개선방안을 제시했다는 점에서 다른 연구와의 차별성을 갖는다.
