This study analyzes how Japanese national railways construction and policy relate to the national strategy and its political and economic implications. It will identify the status of railways in the formation of East Asian economic communities in the future. As a result of this analysis, it can be verified that Japan's railway policy was implemented very differently depending on internal and external circumstances and national strategy. First, from the end of the 19th century to the mid-20th century, Japan's railway policy was promoted as an infrastructure to support Asianism. In addition, Railways were a key mechanism in the realization of the Asianism initiative. Second, from the mid-1950s to the late 1960s, Japan's railway policy was promoted as an infrastructure to normalize the economic and industrial structure ravaged by World War II, and Japanese national railways played a role in driving economic growth. Third, from the mid-1980s to the present, Japan's railway policy promoted structural reform to improve transportation and business management conditions. Also, Japanese National railways became the subject of privatization. Considering this article, we can point out that Japan's railway policy had undergone major changes according to the national strategy. It has a very serious implication for making a Northeast Asian railway network in the future.

본 연구는 국가 정책에 따라 철도의 성격이 변화한다는 문제 인식하에 일본의 철도 건설과 정책이 국가전 략과 어떤 관련성을 가지고 있으며, 그것이 가지고 있는 정치·경제적 의미를 분석하고 향후 동아시아 경제공 동체 형성에 있어 철도의 위상을 규명한다. 분석 결과, 일본의 철도 정책은 대내외적 상황과 국가전략에 따라 매우 다르게 추진되었음을 확인할 수 있다. 첫째, 19세기 말부터 20세기 중반까지 일본의 철도 정책은 아시아주의를 뒷받침하기 위한 기반 시설 로 추진되었고, 철도는 아시아주의 구상 실현에 있어 핵심 기제였다. 둘째, 1950년대 중반부터 1960년대 말 까지 일본의 철도 정책은 제2차 세계대전으로 피폐화된 경제·산업구조를 정상화하기 위한 기반 시설로 추진 되었고, 철도는 경제성장을 견인하는 역할을 했다. 셋째, 1980년대 중반부터 현재에 이르기까지 일본의 철 도 정책은 수송·사업 경영의 상황을 개선하기 위해 구조개혁을 추진했고, 국철은 민영화의 대상이 되었다. 이러한 점을 고려해 볼 때, 일본의 철도 정책이 국가전략에 따라 큰 변화를 겪어 왔다는 점은 향후 동아시 아 철도 네트워크를 형성하는 데 매우 중요함 시사점을 지닌다고 하겠다.
