This paper aims to examine that how has affected that job security - the stay and repatriation of the North Korean workers overseas against the UN sanctions in the Covid-19 era. Especially, it is focused which were dispatched to three northeastern provinces in China and Far East Russia, and the employment of local and repatriated workers in the border cities of North Korea. Currently, with the border between North Korea and China sealed off due to the outbreak of Covid-19, North Korean workers in China have been blocked from returning home, some have been facing economic and psychological hardships. At the same time, North Korea's foreign currency shortage is filled by wage increases and long work due to labor shortages on the clothing manufacturing in China. While Russia actively took part in UN Security Council sanctions against North Korea, having repatriated the majority of North Korean workers to work in Far East Russia and a few ran away to South Korea. Consequently, while being exposed to the risk of the Covid-19, a majority of the North Korean workers are still working expediently in the northeastern provinces of China and Far East Russia, taking advantage of student and tourist visas.

본고는 코로나시기에 북한과 근접한 중국 동북 3성과 극동 러시아에 파견된 북한 노동자가 어떠한 고용 위협에 처해 있는지 그리고 송출국인 북한의 국경도시에 노동자의 고용에 어떠한 영향을 미치는가를 살펴 본다. 외생 변수인 UN 안보리 대북제재와 함께 코로나19의 확산이 북한의 국내외 노동자 고용에 미친 영향 을 고찰한다. UN 대북제재도 불구하고 북한노동자가 접경국가에 얼마나 남아 있는지와 우회방법을 찾아 국가차원에서 어떻게 대처하고 있는지에 대해 살펴본다. 코로나19로 인해 북한과 중국의 국경이 봉쇄됨에 따라 중국에 있는 북한노동자는 귀국 길이 막혀 버린 가운데, 체류 중 일부는 실직으로 인한 경제적·심리적 곤경에 처해 있다. 중국 의류제조업에 노동력부족으로 인한 임금인상과 장시간 노동으로 북한의 외화부족분을 채우고 있다. 러시아는 유엔안보리결의안인 대북 제재에 적극 동참해, 대다수 북한노동자를 본국으로 송환되자 몇몇은 탈출해 한국행을 선택하기도 했다. 북 한노동자 상당수가 중국 동북3성과 극동러시아에 여전히 연수·학생 비자 등의 편법으로 남아 일을 하고 있 어 코로나 위험에 노출되어 있다.
