This paper examined the trends and characteristics of local politics through the distribution of bungu tombs (Mounded Burials Encircled by a Ditch) and villages in the Proto-Three-Kingdoms period and Baekje in the Hanseong Period in the lower Han River. As a result, the paper viewed that villages were formed with bungu tombs in the middle of the 2nd century; From the middle of the 3rd century, a federation downstream of the Han River that shares variant earthenware appeared. This federation is in the range of 70 km in a straight line, and the paper considered two to three guk have been united. They stopped the bungu tombs' creation and variant earthenware production from the first half of the 4th century. It means that the head of the region was dismantled as it entered the sphere of influence in the center of Baekje. An argument viewed the lower Han River’s local politics as sinbungo-guk documented in the literature. Still, this paper criticized the view through trends of iron weapons buried in tombs. However, the paper believes that the Biryu forces that competed with the Baekje-guk of Onjo were the central forces of the federation, where several guk downstream of the Han River were united.

본 논문에서는 한강 하류 원삼국~백제 한성기의 무덤과 취락의 분포 정형을 통해 이 지역 정치 체의 동향과 성격에 대해 살펴보았다. 그 결과 2세기 중엽에 분구묘 출현과 함께 취락이 형성되었으며, 3세기 중엽부터 이형토기를 공 유하는 한강 하류의 연맹체가 등장하였다. 이 연맹체는 직선거리로 70 여 ㎞의 규모의 범위이며, 2~3개의 국이 결집된 것으로 파악된다. 그리고 4세기 전반의 어느 시점부터는 분구묘 조성과 이형 토기 제작이 중단되는데, 이는 백제 중앙의 영향권에 들어가면서 이 지역 수장층이 해체되었음을 의 미한다. 한강 하류의 지역정치체를 문헌의 신분고국으로 특정하는 견해가 있었지만, 무덤에 부장된 철제 무기 추이를 검토하여 이를 비판하였다. 다만 온조의 백제국과 경쟁하였던 비류 세력은 한강 하류 여러 국이 결집된 연맹체의 중심 세력이었을 것이라 생각된다.
