The dependence on imports of drug substances have been increased due to the low-price competitiveness, insufficient policy supports from the government, and strengthened quality regulations. As a result, the domestic drug substance industry is gradually shrinking. If there is a disruption in the supply of drug substance, it will not only lead the supply shortage, but also give rise to the confusion of overall pharmaceutical industry in the Republic of Korea. Recently, several imported drug substances have had many quality issues. There are lots of difficulties and charges in quality control and supervision of them. In addition, various problems may occur due to high dependence on foreign countries, such as unstable drug supply and monopoly. Many countries such as the US, Europe, and India are establishing government policies for self-reliant drug substance supply, realizing that it is directly related to national security. On the other hand, in South Korea, there is almost no policy supporting domestic drug substance industry so far, and it is only recently seeking ways to strengthen the competitiveness of drug substances. It is expected that this paper can be utilized as a reference for the introduction and establishment of policies to revitalize the domestic drug substance industry.

국산 원료의 낮은 가격 경쟁력과 원료의약품 관련 미미한 정책적 지원, 품질 규제 강화 등에 따라 원료의약품 수입의존도가 증가되었다. 그 결과, 국내 원료의약품 산업은 점차 축소되고 있으며, 원료 공급에 차질이 발생할 경우 단순히 원료 품절뿐만 아니라 제약 산업 전반에 영향을 끼칠 수 있다. 최근 수입 원료의약품은 많은 품질 이슈가 있 었으며, 품질 관리·감독이 어렵고 많은 비용이 소모된다. 또한 공급 불안정 및 국내 시장 독점에 따른 피해 등 해외 의존으로 인한 여러 문제점들이 발생할 수 있다. 이렇듯 원료의약품 자급률이 국가 안보와 직결된다는 인식이 커지 면서, 미국, 유럽, 인도 등 많은 국가들이 원료의약품 자국화 정책을 펼치고 있다. 이에 반해 한국은 현재까지 관련 정 책적 지원이 미비한 상황이며, 최근에서야 원료의약품 경쟁력 강화방안을 모색 중에 있다. 본 논문을 국내 원료의약 품 산업의 활성화를 위한 정책 도입 및 수립 시 참고할 수 있을 것으로 생각된다.
