A Study on Guo Xiang’s Political Thoughts : Focusing on His Idea of the Monarchy

This paper examines Guo Xiang's political thoughts focusing on his idea of the monarch. With the decline of the Han dynasty, the absolute authority of Confucianism as a ruling ideology and social practice principle was lost, and this also affected the idea of the monarch. During the Later Han period, the dual concept of ‘junchen 君臣’ relationship began to sprout, and during the Wei-Jin period, a revolutionary claim which negated the necessity of the monarch was submitted by Ruan Ji(阮籍, 210-263). Even, for Xi Kang(嵇康, 223-262) who acknowledged the existence of the monarch, the monarch was no longer a ruler who possessed absolute power, but a ruler who obeyed the laws of ‘self-so(自然)’ and trusted ‘xing 性’ of human beings. However, both the positions of Ruan ji and Xi Kang show the same political view in that they approve people's ‘xing’, emphasize people's ‘self-sufficient(自得)’, and stress the politics of ‘wuwei 無爲’, which affects Guo Xiang(郭象, ?-312)'s idea of the monarchy. First, Guo Xiang’ concept of ‘junzhu 君主’ could be explained in terms of ‘self-so’ and social function. A monarch is a necessary being in the world of humans living in groups, and it is considered a natural phenomenon by Guo Xiang. Also, the monarch and the subject are determined from the point of view of the social function of whether their abilities is in line with the times, and are not a fixed status relationship. Second, the role of the monarch is to help not only himself, but also the social components such as subjects and people to become self-sufficient in each ‘xing’. Third, the monarch governs people through ‘wuxin 無心’ and ‘wuwei’. ‘Wuxin’ means to exclude any intentional artificiality and control, and ‘wuwei’ is not to control officials and people through ‘liyue 禮樂’, and it means a kind of ‘laissez-faire’ which leaves people to faithfully perform their social roles. In the end, Guo Xiang's view of the monarchy positively affirms the ‘independence’ and ‘autonomy’ of social elements, and it emphasizes that the state could be governed by itself(自治) if officials and people faithfully fulfill their roles based on their ‘xing’.

본 논문은 곽상의 정치사상을 군주론을 중심으로 살펴보았다. 한(漢) 왕조의 쇠퇴와 함께, 유교가 지녔던 지배이념이자 사회적 실천원리로서의 절대적 권위는 상실되었으며, 이것은 군주 관념에도 영향을 미쳤다. 후한 시기에는 이중적인 군신관념이 싹트기 시작했고, 위진 시기에는 완적(阮籍)에 의해서 군주의 필요성을 부정하는 무군(無君)이라는 혁명적인 주장이 제출되기도 했다. 군주의 존재를 인정하는 혜강(嵇康)에게도 군주는 더 이상 절대적 권력을 소유한 지배자가 아니라, 저절로 그러한 자연(自然)의 법칙에 순응하면서 인간의 자연스러운 성(性)에 맡기는 존재이다. 그러나 ‘무군’과 유군(有君)의 입장 모두 백성의 ‘성’을 편안히 하고 백성의 ‘성’에 대한 자득(自得)을 강조하며, 무사(無事) 즉 무위(無爲)의 정치를 역설한다는 점에서 동일한 정치관을 보여 주고 있으며, 이것은 곽상(郭象)의 군주론에도 영향을 주고 있다. 먼저, 곽상의 군주는 ‘자연’과 ‘사회적 기능’이라는 관점에서 설명될 수 있다. 군주는 무리를 지어 살아가는 인간 세계에서 필연적인 존재이여, 이것은 자연스러운 현상이다. 군주와 신하는 자신들의 현명함이 시대에 부합하는가라는 사회적인 기능의 관점에서 결정되는 것으로 고정된 신분관계가 아니다. 둘째, 군주의 역할은 자신은 물론 백관과 백성들과 같은 사회의 구성요소들이 각각의 ‘성’에 자득할 수 있도록 돕는 존재이다. 셋째, 군주는 무심(無心)과 ‘무위’를 통해 백성들을 통치한다. ‘무심’은 일체의 의도적인 인위와 통제를 배제하는 것을 의미하며, ‘무위’는 예악을 통해 백관(百官)과 백성(百姓)을 통제하는 것이 아니라, 백관과 백성이 자신들의 사회적 역할을 충실하게 수행할 수 있도록 전적으로 내어 맡기는 것으로 일종의 ‘무간섭주의’를 의미한다. 결국, 곽상의 군주관은 사회적 구성요소들의 ‘독자성’과 ‘자율성’을 적극적으로 긍정하는 것으로, 백관과 백성들이 자신들의 ‘성’에 기초하여 각자의 역할에 충실할 경우 국가는 저절로 다스려질 수 있음[自治]을 강조한다.
