The paper examines the determinants of the effects of output on employment, using a panel data of 22 local areas of Jeonnam province from 2008 to 2018. Main empirical findings are: firstly, the effects of output on employment increase with manufacturing industry ratio, large firms ratio, and export ratio. Contrary to expectation, the effect of output on employment decreases with service industry ratio. Secondly, the effect of production on employment is larger during recessions. Thirdly, the effect of output on employment is larger in areas with high income level and high employment rate. The results suggest that manufacturing industrialization, the inducement of large firms, and the promotion of export are effective policies for employment in a local area.

본 논문의 목적은 산출량 증가가 고용에 미치는 효과를 결정하는 요인을 규명하는 데 에 있다. 전라남도 22개 시ㆍ군의 2008년부터 2018년까지 패널 자료를 분석하여 발견한 주요 실증은 다음과 같다. 첫째, 생산 증가는 고용 증가를 유발하는데, 그 효과는 서비스 업비율이 낮을수록, 제조업비율이 높을수록, 대기업비율이 높을수록, 그리고 수출비율이 높을수록 커진다. 둘째, 경기침체 기간이나 현재의 고용률 수준이 낮을 때 생산의 고용효 과가 더 크다. 셋째, 소득수준이 높거나 고용률이 높은 지역에서 생산의 고용효과가 더 크다. 지역 내 고용 증진을 위해서는 고용 창출을 크게 유발하는 생산 증가정책이 필요하 다. 이 분석 결과에 따르면 제조업 중심의 산업화, 대기업 유치, 수출 증진 노력 등이 고용 창출에 유효한 정책이 된다.
