Recently, interest in research security management activities is attracting worldwide attention. Therefore, this study checked whether R&D institutions in the public sector in Korea comply with research security management laws and guidelines. And this study explored the direction of the ability to continuously improve the level of research security management, that is, the improvement measures necessary to improve research security capabilities. To this end, this study briefly examined the main status and characteristics of national R&D programs as well as the research security management status of the public sector for national R&D programs. In addition, by presenting major policy factors accordingly, a desirable direction of change in research security activities considering the characteristics of the research site was suggested. These results can be said to have great implications, such as confirming that future research security-related policy designs need to be discussed in connection with the NIS(national innovation systems).

본 연구는 최근 연구개발 보안관리 활동에 대한 관심이 전 세계적으로 주목받고 있는 상황 등을 고려, 우리나라 공공부문 연구개발기관들이 보안관리 법령 및 지침을 잘 준수하고 지속적으로 보안관리 수준을 향상 시킬 수 있는 능력, 즉 연구보안 역량을 제고 하기 위해 필요한 개선 방안 등은 무엇인지 그 방향성을 탐색해 보고자 수행되었다. 이를 위해 본 연구에서는 국 가연구개발사업의 주요 현황·특징과 더불어 국가연구개발사업에 대한 공공부문의 보안관리 현황 등을 간략히 살펴보고 이에 따른 주요 정책요인들을 제시해 봄으로써 국가연구개발사업 및 연구현장의 특성을 고려한 연구보안 활동의 바람직한 변화 방향을 제시해 보았다. 이러한 결과는 향후 연구보안 관련 정책 설계 시 국가혁신체제와 연계된 논의가 필요할 수 있음을 확 인하는 등 시사하는 바가 크다고 할 수 있다.
