The ultimate goal of probation is to prevent recidivism of those subject to probation, and the prevention of recidivism can be maximized when employment support or housing support provided by the Korea Justice Protection and Welfare Service is provided in parallel with the guidance and supervision of probation officers. If a person subject to probation is subject to compulsory disposition such as revocation of parole or cancellation of probation in case of violating the provisions of the law, reoffending can be prevented if supplementary force can be exercised with the help of a probation officer on persons subject to legal protection and welfare, which are characterized only by autonomy and arbitrariness. Therefore, this study intends to propose a method to strengthen the link between probation and legal protection welfare as a method to prevent recidivism of those subject to legal protection welfare. To this end, we collected opinions on the current status of the connection between probation and legal protection and welfare, and ways to activate the link, from probation officers who are experts in the field of legal protection and welfare and 100 employees of the Korea Justice Protection and Welfare Agency. Based on the results of this opinion survey, the 'necessary probation system' is prepared as a legal and institutional level suggestion, the independent law related to the legal protection and welfare project is enacted, various preferential benefits are given to companies employing prisoners, and livelihoods for those released from prison are supported by the city, gun and gu offices. ㆍProposed transfer of emergency support projects such as housing and education support to the Korea Justice Protection and Welfare Corporation. 보호관찰의 궁극적인 목적은 보호관찰대상자들의 재범 방지이며, 재범 방지는 한국법무보호복지공단에서 제공하는 취업지원이나 주거지원 등이 보호관찰관의 지도ㆍ감독과 병행될 때 효과를 커진다. 보호관찰대상자는 준수사항 위반 시 가 석방 취소나 집행유예 취소 등 강제처분이 가능하므로 자율성과 임의성만을 특 징으로 하는 법무보호복지대상자들에게 보호관찰관의 도움을 받아 보충적으로 강제력을 행사할 수 있다면 재범방지 효과를 극대화 할 수 있다. 이에 본 연구에서는 법무보호복지 대상자의 재범 예방 방안으로 보호관찰과 법무보호복지의 연 계 시스템을 강화하는 방안을 제안하고자 한다. 이를 위하여 법무보호복지 현장 전문가인 보호관찰관 및 한국법무보호복지공단 직원 100명을 대상으로 보호관찰 과 법무보호복지 연계 현황 및 연계 활성화 방안에 대한 의견을 수렴하였다. 본 의견조사 결과를 바탕으로 법ㆍ제도적 차원의 제언으로 필요적 보호관찰제도 마 련, 법무보호복지 사업 관련 독자 법률 제정, 출소자 고용 기업체에 대한 각종 우대 혜택 부여, 시군구청에서 지원하고 있는 출소자에 대한 생계ㆍ주거ㆍ교육지 원 등의 긴급지원사업을 한국법무보호복지공단으로 이관 등을 제안하였다. 실천 적 차원으로 수요자 중심으로 공단 서비스 개편, 보호관찰과 법무보호복지사업의 연계 시스템 구축, 법무보호복지 서비스에 대한 안내 절차 개선, 보호관찰관에게 법무보호복지 사업에 대한 교육 강화, 보호관찰소에 법무보호복지 전용 공간 마련 등을 제안하였다.
