What is the major factor that improves the competitive advantage through obtaining and exploiting their managerial resources by the firms? This paper suggests that it is the outstanding decision-making capabilities of CEO. Because CEO plays a decisive role in creating and improving the competitive advantage through combination and orchestration of the managerial resources. This paper analyses the relations between POSCO CEO T.J. Park‘s decision-making capabilities, human resources administration and international competitive advantage as follows ; He has changed employee’s poor work ethics and inspired will to work through his visionary decision-making, that saved construction duration continuously. Therefore, POSCO has developed as a world-class integrated steel mill. In conclusion CEO’s decision-making has considerable effects on obtaining and exploiting the managerial resources efficiently and effectively that result in improving the international competitive advantage of the firm.

경영자원을 효율적이고 효과적으로 관리하여 기업의 경쟁우위를 향상시키는 요인은 무엇인가? 본고에서는 최고경영자의 탁월한 의사결정이라고 주장하고 있다. 최고경영자는 경영자원의 결합과 합주를 통해 경쟁우위를 창출 및 제고시키는데 결정적인 역할을 수 행하기 때문이다. 이에 본고에서는 청암 박태준의 의사결정, 경영자원관리 및 국제경쟁력의 관계를 분석하였다. 그 결과 비전과 예지력이 있는 청암 의 의사결정이 종업원들의 잘못된 근로습관을 타파하고 근로의욕을 고취시켜 공기를 단축하였기 때문에 포스코는 세계적인 경쟁우위 를 갖춘 제철소로 성장하였다는 것이다. 이를 통해 최고경영자의 의사결정은 경영자원의 효율적이고 효과적인 확보 및 활용과 관련이 있으며, 이들 확보와 활용은 국제경쟁 력 향상과 관련이 있다는 명제를 도출하였다. 즉, 최고경영자의 의사결정의 차이가 기업의 자원과 역량을 차별적으로 개발하여 기업 성과의 차이를 가져온다는 것이다.
