This study is based on the realistic situation that includes various situations, not the enhancement of efficiency value through technical changes in administration, and predicts the demand of professional manpower within the scope set by the legal system to build the environment and environment of administration, and presupposes the necessity of finding efficient management plan of public design organization. Based on this, it is a basic data to examine the phenomenal situation surrounding public design professionals to build a public design base and to improve the expertise and demand of professionals. First of all, this study needs to be enacted into legislation that can provide institutional support or a method necessary for organizing an organization capable of efficient administration. Second, it is necessary to take measures against passive responses to the expansion of the design-related professional manpower of local governments. Third, it was concluded that practical steps are needed to analyze and solve problems in the operation of public design experts.

본 연구는 행정의 기술적 변화를 통한 능률 가치의 신장이 아니 라 상기의 다양한 상황을 내포하고 있는 현실적 상황을 바탕으로 하여 행정의 외연과 환경을 구축하기 위해 법체계가 정 한 범위 내에서 전문인력의 수요를 예측하여 공공디자 인 조직의 효율적 운영방안 모색의 필요성을 전제로 한다. 이를 토대로 공공디자인 기반 구축을 위해 공공디자인 전문인 력을 둘러싼 현상적인 상황에 대해 고찰하고, 전문인력의 전문성 제고 및 수요를 전망하기 위한 기초자료이다. 본 연구에서는 첫째, 효율적인 행정이 가능한 조직구성에 필요한 방식이나 제도적 뒷받침이 될 수 있는 법제화가 필요하 다. 둘째, 지방자치단체의 디자인 관련 전문인력의 정원 확대에 소극적인 대응에 대한 대책이 필요하다. 셋째, 공공디자 인 전문인력 운영의 문제점 등을 분석, 해결하는 실질적인 단계가 필요하다는 결론을 도출하였다.
