With the full revision of the Landscape Act in 2013, the establishment of landscape plans and deliberation by the landscape committee became compulsory for local governments with a population of 100,000 or more. The institutional basis for Korean administration was laid. The landscape checklist currently used by local governments for landscape deliberation is based on the Landscape Act, but it is causing confusion in landscape administration due to problems such as overlapping of review items based on a public design approach. This study analyzes previous studies related to landscape and the status of deliberation by the law and landscape committee, and extracts elements overlapping with the subject of deliberation by the Public Design Promotion Committee. proposed to transfer the deliberation to the Public Design Promotion Committee that suits the nature of the project. By classifying evaluation factors, clarifying the role relationship of each committee, and proposing a deliberation history system, it is intended to serve as a basis for achieving the common goal of integrated landscape management and ultimately landscape improvement.

2013년 경관법이 전면 개정됨에 따라 인구 10만 명 이상의 지방 자치단체에서 경관계획 수립 및 경관위원회 심의가 의 무화되어 대부분의 지방자치단체에서는 경관계획을 수립하고 경관 조 례를 제정하였으며 경관위원회를 설치하는 등 경관 에 대한 행정의 제도적 기반이 마련되었다. 현재 지방자치단체가 경관심의에 사용되고 있는 경관체크리스트에는 경관법 에 의거하고 있으나 공공디자인적 접근에 의한 검토 항목들이 중 첩되는 등의 문제로 경관행정의 혼란을 야기하고 있는 실정이다. 본 연구는 경관과 관련한 선행연구 및 법률과 경관위원회 심의 현황을 분석하고 공공디자인진흥위원회의 심의 대상과 중첩되는 요소를 추출하여 도시적 스케일의 평가 요소는 경관위위 원회에서 심의하고 휴먼스케일적 평가 요소는 성격에 맞는 공공디자인진흥위원회로 심의를 이관하는 것을 제안하였다. 평 가 요소를 분류하며 각 위원회의 역할 관계를 명확히 하고 심의이력제도를 제안하여 통합적 경관관리 및 궁극적으로는 경관 향상이라는 공통된 목적 달성의 기반이 되고자 한다.
