The purpose of this study is to clarify the political philosophical implications of Damheon Hong Daeyong's concept of Gyun(均). Gyun has been studied a lot as a concept that has integrated Damheon's original thought. As a result, many researchers have evaluated the philosophical significance of Gyun as a philosophical basis for promotion of public welfare and reestablishment of the horizontal relationship between the people. However, in this paper, it will be revealed that another important philosophical significance of the concept of Gyun lies in political philosophy. In addition, politics that the policy of national management plays a normative role for promotion of public welfare and horizontal relations, it will be argued that existing evaluations need to be linked with the political philosophical implications of Gyun. One of the important factors in establishing a Gyun is the diminishing of morality. The diminishing of morality means that the political standard in Neo-Confucianism is diminished, and it can be said that it is a part implying the correlation between the concept of Gyun and political philosophy. In addition, Damheon calls Gyun the Great Way and makes the social realization of Gyun a political task. Therefore, the analysis of these characteristics has significance as an effective means of revealing the political philosophical implications of Gyun.

이 글의 목적은 담헌 홍대용의 균(均) 관념에 나타난 정치철학적 함의를 규명하기 위함이 다. 균은 담헌의 독창적 사유체계를 집약한 관념으로서 연구자들의 많은 관심을 받아왔다. 그 결과 균 관념의 사상적 의의는 크게 ‘이용후생의 철학적 기초’와 ‘인･물과 화･이간의 수평 적 관계 재정립’이라는 두 가지 측면으로 평가되어왔다. 본고에서는 이러한 평가 외에도 균 관념의 중요한 사상적 의의가 있으며, 그것은 정치철학을 통해 읽을 수 있다는 점을 밝히고 자 한다. 국가운영의 방침을 다루는 정치철학은 이용후생과 인물과 화이 간의 수평적 관계 에 대한 규범적 역할을 한다. 그러므로 균의 정치철학적 독법은 기존의 균 관념에 대한 평가 들을 보완하는 의의가 있다는 점 또한 논증될 것이다. 균 관념 성립에 중요한 요소 중 하나는 도덕의 약화이다. 도덕의 약화란 성리학에서의 정치적 표준과 결부된 것으로서, 균 관념과 정치철학의 상관성을 암시하는 부분이라 할 수 있다. 뿐만 아니라, 담헌은 균을 대도(大道)로 칭하며 균의 사회적 실현을 정치의 과제로 삼 는다는 점에서 정치철학과 균의 직접적 관련성을 명시하고 있다. 그러므로 이러한 특징들에 대한 분석은 균의 정치철학적 함의를 밝히는 유효한 수단으로서 의의를 갖는다.
