This study examined the damages caused by the natural disasters on the Geumgangsan Electric Railway (later known as the Geumgangsan Line) and its restoration efforts by reviewing the a “20-Year History of Geumgangsan Electric Railway Co., Ltd.” (1939). First, the 1923 Great Kantō earthquake in Japan wreaked havoc on the railway. At that time, the electric generators ordered from the Shibaura Engineering Works were destroyed by the earthquake and fire. Second, the Geumgangsan Line suffered frequent flood damages. During the flood that toppled electrical towers and submerged power plants, electric transmission was disrupted. In addition, the railway tracks collapsed, and the electric railway was not operational. From the mid-1930s onwards, active preparations were made for possible flood damages by inspecting facilities, bringing revisions to designs, and so forth. The damages caused by natural disasters were gradually repaired through years of accumulated experience. However, the railway was eventually decommissioned through World War II and the Korean War. In other words, the railway overcame the challenges of natural disasters, but was unable to recover after the war. Currently, some of the tracks of the Geumgangsan Line in Cheorwon station remain waiting for the day when they would be reconnected.

본고에서는 1939년 발간된 『금강산전기철도주식회사20년사』를 통해 일제 강점기 금강산 관광의 교통수단으로 상당한 인기를 누린 금강산선의 이면에 보이는 자연재해로 인한 피해와 그 복구 노력에 대해서 살펴보았다. 먼저 금강 산선은 1923년 일본에서 발생한 관동대지진에 의한 개통 지연을 겪었다. 당시 시바우라제작소에 발주했던 전동발전기가 지진과 화재로 소실되어 재제작을 맡기게 되었다. 둘째로 금강산선은 빈번한 수해를 입었다. 홍수 때에는 송전탑 이 전도되거나 발전소 침수가 일어나 전기를 송출할 수 없었다. 또한 하천 범람으로 철도 선로가 붕괴되거나 훼손되어 전기철도를 운행하지 못하는 경우 도 생겼다. 그러나 1930년대 중반 이후부터는 수해가 자주 발생하는 사실을 숙지하고 시설을 점검하고 설계를 변경하는 등 적극적으로 수해에 대비하게 되었다. 자연재해로 인한 피해는 다년간 쌓인 경험에 의해 조금씩 개선되었다. 그러나 금강산선은 결국 제2차 세계대전과 한국전쟁을 거치며 폐선되었다. 자연재해의 곤란은 이겨냈지만 전쟁은 이겨내지 못한 셈이다. 현재 철원역에는 금강산선의 선로 일부가 연결될 날을 기다리며 남아있다.
