The “Bill for Equality Act” (hereinafter referred to as the “Equality Act”) was proposed on June 16, 2021, by 24 representatives of The Minjoo Party of Korea, including Rep. Lee Sang-min. Then on August 9, 2021, Rep. Park Jumin and 13 other members of the The Minjoo Party of Korea submitted the "Bill on Equality". Once again on August 31, 2021, Rep. Kwon Insuk and 17 other members of the The Minjoo Party of Korea went on to submit the "Bill on Equality and Non-Discrimination". In the 21st National Assembly alone, four equality laws were introduced. Although the push from lawmakers to pass the Equality Act is strong, it seems that the will of the lawmakers and the people who oppose it are alos standing firm. This study aims to discuss the impact of this Equality Act on the family from the perspective of the Theory of the Original Human Nature from the Unification Thought. The backdrop for this perspective is because in order to discuss the law for human equality, an understanding of the subjects and objects of human beings must be preceded beforehand. When examining the arguments of the equality Act centering on the theory of the Original Human Nature, which is the perspective of the Unification Theology discussing human beings, what effect will those arguments have on the families? To look into this research question, literature review on precedent studies on the equality law were conducted, and after introducing the Theory of the Original Human Nature of the Unification Thought, which is the the philosophy of co-founders Dr. Sun Myung Moon and Dr. Hakja Han Moon, the impact of the Equality Act on the family is discussed centering on the viewpoint from the Theory of The Original Human Nature. Although the Equality Act advocates for the elimination of discrimination and the promotion of equality in all areas, in reality, the prohibition of discrimination includes the acceptance of all sexual orientation, gender identity, and the 'third gender', and guarantees the rights of LGBT people, and most of all the strongest directive to prohibit discrimination against these parties. If an Equality Act that recognizes the 'third gender' other than men and women would be passed and implemented, many problems would occurr, but the most worrisome would be the impact of this law on the family. The Equality Act justifies 'homosexuality', advocates 'third sex', and above all, breaks down the existing 'family system', making it impossible to realize Heavenly Parent's goal of creation, the three great blessings, within the boundaries of a family. We look forward for continued upcoming studies not only on the effects of the Equality Act and various problems on the family from the viewpoint of the Theory of the Original Human Nature from the Unification Thought, but also from the various viewpoint of the Unification Thought, such as the Theory of the Unification Values, the Theory of Unification Education, and the theory of Unification Ethics.

「평등에 관한 법률안」(이하 ‘평등법’)은 이상민(더불어민주당) 등 24인에 의해 2021년 6월 16일에 제안된 의안이다. 이후 2021년 8월 9일에 더불어민주당 박주민 의원 외 13인이 「평등에 관한 법률안」을, 그리고 2021년 8월 31일에도 더불어민주당 권인숙 의원 외 17명이 「평등 및 차별금지에 관한 법률안」을 각각 발의하였다. 제21 대 국회에서만 4번의 평등법 발의가 이루어진 것이다. 평등법을 통과시키려고 하는 국회의원들의 움직임도 크지만, 이에 반대하는 국회의원들과 국민들의 의지도 확고 한 것으로 보인다. 본 연구는 이러한 평등법이 가정에 미칠 영향을 통일사상의 인간관으로 논의하 는 것이다. 왜냐하면 인간의 평등을 위한 법률을 논함에 있어, 그 주체와 대상인 인간에 대한 이해가 선행되어야 하기 때문이다. 통일사상 인간관인 본성론을 중심으로 평등법의 주장들을 고찰했을 때, 그 주장들은 우리 국민들의 가정에 어떤 영향들 을 미치게 될까? 이 질문을 위해 평등법에 대한 학문적 선행연구들을 문헌 중심으로 고찰하였고, 문선명⸱한학자 선생의 철학인 통일사상의 인간관을 소개한 후, 그 인간 관을 중심으로 평등법이 가정에 미치는 영향을 논의하였다. 평등법은 모든 영역에서 차별을 없애고 평등을 도모하는 법을 표방하고 있으나 실제적으로는 차별금지 항목에 성적지향이나 성별정체성, ‘제3의 성’에 대해 수용하 는 내용을 담고 있으며, 성소수자들의 권리 보장과 이들에 대한 차별금지를 가장 강 력하게 지시하는 내용으로 구성되어 있었다. 남성과 여성 외에 ‘제3의 성’을 인정하 는 평등법이 통과되어 시행된다면, 많은 문제점들이 있겠지만, 가장 우려되는 것이 이 법이 가정에 미치는 영향이었다. 평등법은 ‘동성애’를 정당화시키며, ‘제3의 성’ 을 옹호하고, 무엇보다 기존의 ‘가정제도’를 붕괴시킴으로서, 하늘부모님의 창조목 적인 3대축복완성을 가정에서 실현하는 것을 불가능하게 할 것이다. 평등법과 이로부터 파생되는 여러 문제들이 가정에 미칠 영향은 통일사상의 본 성론적 관점에서 뿐만 아니라, 통일가치론 ·통일교육론 ·통일윤리론 등의 다양한 관 점에서도 연구가 지속될 것을 기대한다.
