45) Enforcement of social-distancing following the spread of COVID-19 in 2020 has accelerated the increase in online consumption that had already been ensued from development of e-commerce. Because of the increase in online consumption and delivery volume, the workload of couriers outweighed their daily limits. Sixteen deaths of courier service drivers in 2020 are suspected to be in relation to overwork. Courier service drivers sign a consignment contract with a courier agent in return for commission fee. However, the drivers couldn’t exercise their autonomy in adjustments of delivery volume. Furthermore, the delivery price per unit is decreasing every year despite the rapid development of the courier industry. In order to maintain their average income, courier service drivers are forced to overwork themselves over 12 hour periods on average, which leads to additional industrial accidents and health disorders. In this article, preventive measures for industrial accident of courier service drivers was presented as expansion of Industrial Accident Compensation Insurance, health and musculoskeletal hazards examination, improvement of the safety and health education system.

전자상거래의 발달로 인해 증가하던 온라인 소비가 2020년 코로나바이러스감 염증-19의 확산에 따른 사회적 거리두기 방역관리의 강화로 인해 가속화되었다. 온라인 소비의 증가로 생활물류인 택배물동량이 급속히 증가하면서 택배업 종사 자의 업무는 가중되었고, 2020년에는 택배기사 16명이 과로사로 의심되는 사망 을 하였다. 택배기사는 택배대리점과 배송에 대한 위･수탁계약을 맺고 수수료를 지급받는 특수형태근로종사자이다. 그러나 택배물량 조정에 대한 자율권을 행사하지 못하 고 있다. 또한 택배산업의 발달에도 택배단가는 해마다 감소하고 있다. 그러므로 택배기사는 소득수준을 유지하기 위해 하루 12시간 이상의 장시간에 걸쳐 과중 한 노동을 하고 있고, 이로 인해 재해와 건강장해가 증가하고 있다. 이 논문에서는 택배기사의 건강보호를 위한 사전예방적 방안으로 산재보험가 입과 건강진단 대상 및 근골격계 유해요인 조사 대상의 확대, 안전보건교육제도 의 개선, 택배수수료의 현실화를 제시하였다.
