This paper aims to identify the roles of public officials in the process of performing the land compensation policies on the industrial complexes. To achieve this purpose, this paper analyzed the roles of public officials in the process of performing the land compensation policies on the industrial complexes based on the project for building the Osu 2nd Agricultural Industrial Complex, which achieved 100% for land compensation agreements without the land expropriation for the first time in the whole county associated with the compensation agreement on industrial complexes. The study results show that role of public officials have following roles in the process of performing land compensation policies on industrial complexes. Firstly, they need to communicate with residents in the project department when establishing shared property management plan. Then, it is necessary to provide enough explanation in advance on the performing land compensation policies to the county council. Secondly, permission is required from the Cultural Heritage Administration to investigate the Cultural Heritage so it is necessary to obtain permission for use of land or the ownership for land prior to the application to the Cultural Heritage Administration for the permission. Thirdly, it is necessary to exactly analyze and write the land and building registrations through Shared Use of Administrative Information in order to write the land and product decree. Fourthly, agreement between the parties is important than any other else and it is necessary to have active administration attitude to establish the 'Outreach Compensation Agreement Service' and 'One-Stop Treatment'. Fifthly, to obtain the project's recognition, administrative procedure performance on the public interest projects should be finished and public officials should make efforts to reduce the agreement period. This study proposes the roles of public officials in the process of building the industrial complexes and has the significance in that it can be a success model for early completion of performing the land compensation policies when performing projects for buidling industrial complexes performed by the county or local governments and furthermore, when performing various public interest projects.

이 연구의 목적은 산업단지 토지보상정책 추진과정에서 공무원의 역할을 규명하는 것이 다. 이를 위해 산업단지 보상협의 관련 전국 최초로 토지수용 없이 토지보상 협의 100%를 달성한 임실 오수제2농공단지 조성사업을 중심으로 산업단지 토지보상정책 추진과정에서 공무원의 역할을 분석하였다. 연구 결과 산업단지 토지보상정책 추진과정에서의 공무원의 역할은 다음과 같다. 첫째, 공유재산관리계획 수립 시 사업부서에서 주민들과의 소통을 해야한다. 그런 후에 군의회에 토지보상정책 추진에 대해 사전에 충분한 설명이 필요하다. 둘째, 문화재 조사를 하기 위해 서는 문화재청의 허가를 받아야 하는데 공무원이 문화재청 허가 신청 전에 토지에 대한 사 용승낙 또는 소유권 확보를 하는 것이 필요하다. 셋째, 토지 및 물건조서 작성을 위해서 행 정정보공동이용을 통해 토지 및 건물 등기에 대한 정확한 분석 및 작성을 하는 것이 필요 하다. 넷째, 당사자 간 협의가 무엇보다 중요한데 ‘찾아가는 보상 협의 서비스’ 구축을 하고 업무를 ‘원스톱으로 처리’하려는 적극행정의 자세가 필요하다. 다섯째, 사업인정을 받으려면 공익사업에 대한 행정절차이행을 완료해야 하며 공무원의 협의 기간 단축을 위한 노력이 필요하다. 본 연구는 산업단지 조성과정에서 공무원의 역할을 제시하여 국가 또는 지방자치단체에 서 추진하는 산업단지 조성사업 추진 시 더 나아가서는 각종 공익사업 추진시 토지보상정 책 추진의 조기 완료를 위한 성공모델이 될 수 있다는 의의를 가지고 있다.
