This study relates to the effective application of evolutionary required operational performance (ROC) in the build-up of Korean military power, on which empirical researches are not sufficient. Generally, defense projects a re carried o ut through r equired planning, acquisition m anagement, and operation a nd maintenance procedures. It is desirable to apply the evolutionary ROC at the initial stage of required planning. but the reality is not. Therefore, this study analyzed some cases of evolutionary ROC and suggested improvement measures for the selection criteria of evolutionary ROC and its project management ways. Above all, it is desirable to gradually apply the evolutionary ROC, considering the trend of technological development and the level of technological maturity in the pre-conceptual study of the required planning stage. Also, it is necessary to clarify the required performance in determining the evolutionary acquisition plan a nd t o classify i t in d etail according to t he c haracteristics o f the weapon s ystem. I n addition, the relevant legal system should be supplemented so that such evolutionary ROC application can be flexibly established in the effective build-up of Korean military power.

본 연구는 군사력 건설에서 상대적으로 실증적인 연구가 미흡했던 진화적 작전운용성능(ROC)의 효율적 적용방안에 관한 것이다. 군사력 건설에서 방위사업은 소요기획, 획득관리, 그리고 운용유지 절차로 진행된다. 진화적 ROC 적용은 최초 소요 기획 단계에서 적용되는 것이 바람직하나, 그렇지 못한 것이 현실이다. 이에 본 연구는 그동안 추진된 진화적 ROC 사례를 분석하여 진화적 ROC 선정기준과 사업관리방안에 대해 개선방안을 제시하였다. 무엇보다 소요기획 단계의 사전개념연구에서 기술발전추세, 기술성숙도 수준을 고려한 진화적 ROC를 점증적으 로 적용하는 것이 바람직하다. 또한 진화적인 획득 방안을 결정하는 데 있어 요구성능을 명확히 하고, 무기체계의 특성에 따 라 세부적으로 구분할 필요가 있다. 그리고 이러한 진화적 ROC 적용이 정착될 수 있도록 관련 법제도를 보완해 나가야 할 것이다.
