During the pandemic, romance scams and sextortion have rapidly increased worldwide. The use of advantageous digital communication technology enables transcending physical and geographic spaces to contact the person on the opposite side of the globe. Furthermore, the development of mobile technology makes it possible to use video-calling without any restrictions. Criminals use this technology to expand their boundaries and stimulate the emotions of potential victims in order to steal their money. Romance scams and sextortion not only harm victims’ psychological sensitivity but also defraud them for money. Criminals decorate themselves as ideal partners who have the best conditions to date or marry, and subsequently reach out to potential victims. When potential victims express some interest in them, criminals begin to deceive them and eventually ask for money. Recently, covid-19 confinement has become a good reason to ask for money from the potential victims. Sextortionist stimulates the secretive emotion of potential victims to obtain their naked images and use them for blackmail by threatening to publish images online. There is no option to avoid their threats if the potential victim is a socially well-known person. Illegally obtained images and videos will be disseminated to acquaintances of the victim’s list. Some victims commit suicide in other nations. The importance of these crimes is to respond to them from the transnational crime perspective because those criminals are stationed in Nigeria, Liberia, the Philippines, Romania, Morocco, China. Criminals have operated call-center style offices to carry out romance scams and sextortion in the international community. NIS and Police crackdown on the recently infiltrated African criminal organization shows us a lot of implications. Therefore, romance scams and sextortion must be responded to from the transnational crime perspective and further criminal justice studies are necessary.

팬데믹시대에 급속히 증가하는 로맨스스캠과 몸캠피싱은 디지털통신기술의 장점을 이용하여 물리적, 지리적 공간을 초월하여 지구 반대편에 있는 사람과도 실시간으로 접 촉할 수 있다. 또한 모바일테크놀로지 발전으로 스마트폰으로도 어디서든지 영상통화 가 가능하다. 범죄자들은 이런 기술을 통해 그들의 영역을 사이버공간에서 더 확장하고 있고 사람들의 감성을 자극하여 금전을 갈취하는 인터넷사기범죄들을 서슴지 않고 저 지른다. 로맨스스캠과 몸캠피싱이 대표적인 인터넷사기범죄로 팬데믹시대에 주목받고 있다. 이 두 범죄는 피해자들의 금전만을 노린 것이 아니라 피해자들의 심리적인 감수 성까지도 훼손하여 상처를 입힌다. 범죄자들은 자신들을 사회적으로 아주 최고의 스펙 을 겸비한 누가봐도 배우자감으로 이상형으로 보이게 꾸민 후에 피해자들에게 접근한 다. 그리고 피해자들이 호감을 보이고 대화에 응하면 그때부터 본격적으로 상대방을 속 여서 금전을 요구한다. 최근 들어서는 코로나감염으로 인한 격리 등을 핑계로 금전을 요구하는 사례가 빈번히 일어나고 있다. 그리고 몸캠피싱 범죄자들은 피해자들의 은밀한 감성을 자극하여 피해자가 자신의 민감한 이미지나 영상을 노출하게 한 후에 이를 획득하여 협박에 이용한다. 사회적으로 잃을 것이 많은 피해자일수록 범죄자의 요구에 따라 금전을 지불 할 수 밖에 없다. 그렇지 않으면 사회관계망등을 통해 이미지나 영상 을 공개하거나 해킹으로 습득한 피해자 지인들의 연락처로 발송한다고 협박한다. 외국 에서는 극단적인 선택을 한 피해자들도 있었다. 특히나 이 두 범죄가 가진 중요성은 국 제범죄 차원에서 대응해야 한다는 점이다. 왜나햐면, 범죄자들이 대부분 나이지리아, 라이베리아, 필리핀, 루마니아, 모로코, 중국 등에 거점을 둔 국제범죄조직이기 때문이 다. 이들은 콜센터 형식의 사무실을 운영하면서 전세계를 상대로 범죄를 저지르고 있으 며 최근에는 한국에 잠입하여 범행을 저지르다 국정원과 경찰의 공조로 검거되었다. 이 렇게 우리나라가 국제범죄조직의 활동무대가 된 점이 우리에게 시사하는 바는 크다. 그 러므로 앞으로 로맨스스캠과 몸캠피싱에 대한 국제범죄차원의 국가적인 대응책 마련과 형사사법적인 연구가 필요하다.
