The purpose of this sturdy was to analyze the problems of child care and related policies and systems currently in multi-dimensional process, and to suggest improvement strategies accordingly. For this purpose, expert interviews were conducted with 22 experts in child care and their contents were analyzed. The results of the analysis are: First, the fragmentation of the child care system; Second, the child care system vulnerable to disparities; Third, the inconvenience of service users due to the provider-centered administration; Fourth, insufficient management for child carer; Fifth, difficulties to understand because of voluminous information, It was divided into five major categories and 12 medium categories. Based on these results, it is proposed to establish and activate an intermediary organization for the integrated care system, to develop a standardized curriculum for strengthening the competency of care workers, to reduce the gap by region and area, and to improve the personnel relationship focused on service users. The limitation of this study is that the perspectives of practitioners and researchers, not actual users of the child care system such as parents, are not reflected in this study.

본 연구는 현재 다양한 정부부처에서 다차원적으로 진행되고 있는 아동돌봄과 관련한 제도의 문제를 분석하 고 이에 따른 개선방안을 제시하고자 하였다. 이를 위해 아동돌봄 관련 전문가 22명을 대상으로 전문가인터뷰 를 진행하고 내용분석하였다. 내용분석 결과 첫째, 아동돌봄제도의 분절성 둘째, 격차에 취약한 아동돌봄제도 셋째, 공급자 중심 행정으로 인한 서비스 이용자의 불편 넷째, 미흡한 돌봄인력 관리 다섯째, 정보의 양은 많지 만 체감도는 낮고 이해하기 어려움 등의 5개의 대범주와 그에 따른 12개의 중범주로 아동돌봄제도의 문제점을 구분하였다. 이러한 연구결과를 바탕으로 통합적 돌봄체계 구축을 위한 중간지원조직 구축 및 활성화, 돌봄종사 자 역량강화를 위한 표준화된 교육과정 개발, 지역별･영역별 격차 해소, 서비스 이용자 중심의 정보전달체계 개 선 등 아동돌봄제도의 개선방향을 제시하였다. 본 연구의 한계는 연구대상자의 선정에서 아동돌봄제도의 실수 요자가 아닌, 실무자와 연구자들의 관점이 반영되었고, 실수요자의 관점을 담아내지 못했다는 점이다. 향후 본 연구의 한계를 극복한 후속연구가 이어지길 기대한다.
