The purpose of this study is to explore the limitations and orientation of guaranteeing the right to learn student athletes, focusing on the recommendation for normalization of school sports in 2019. To this end, athletes, leaders, parents, and policymakers registered with the Korean Sport & Olympic Committee in 2020 were selected as research participants using purposeful sampling. Data were collected through in-depth interviews, and the collected data were analyzed through inductive category analysis. As a result, in order to realize policies to guarantee student athletes' right to learn, first, it is necessary to closely examine the gap between the current ideal of our sports development system and the reality that student athletes are aiming for. Second, a close review of the sports field, the introduction and improvement of the system suitable for the conditions of the field, and policy elements reflecting the characteristics of the event should be developed and applied. Third, it is necessary to establish a management system for unification and improve their perception so that the operator of academy sports can accept the vision and purpose of unification. Fourth, the role of an important others is needed. It is necessary to clearly understand the purpose of guaranteeing the right to learn and to guide student athletes within the scope of education.

이 연구의 목적은 2019년 학교스포츠 정상화 권고안을 중심으로 학생선수 학습권 보장의 한계와 지향을 탐색하는 데 있다. 이를 위해 유목적 표집을 활용하여 2020년 대한체육회에 등록된 선수와 지도자 그리고 학부모와 정책 수립자를 연구 참여자로 선정하였다. 자료는 심층 면담으로 수집하였고, 수집된 자료는 귀납적 범주분석을 통해 분석되었다. 그 결과, 학생선수의 학습권 보장을 위한 정책을 실현하기 위해서는 첫째, 현재 우리의 스포츠육성시스템의 이상과 학생선수 가 지향하고 있는 현실의 간극을 면밀히 검토해야 한다. 둘째, 스포츠 현장에 대한 면밀한 검토와 현장의 조건에 맞는 제도의 도입과 개선, 그리고 종목의 특성이 반영된 정책 요소를 개발해 적용해야 한다. 셋째, 일원화를 위한 관리체계를 정립하고, 학원스포츠 운영주체가 일원화의 비전과 목적을 받아들일 수 있도록, 그들의 인식을 개선시켜야 한다. 넷째, 중요타자의 역할이 필요하다. 운동부 지도자와 학부모가 학습권 보장의 목적을 명확하게 이해하고, 교육의 범위 안에서 학생선수를 지도할 수 있도록 해야 한다.
