Recently, in Korea, the number of regions where the population is decreasing due to the low fertility and aging population is increasing. To prevent the decline of local industries, regulations that are uniformly applied across the country are eased for regional specialized projects, or a Regional Special Development Zones have been designated and promoted to revitalize the stagnant local economy through the transfer of regulatory authority. However, in most Regional Special Development Zones, There are many special economic zones with average or sluggish performance, showing relatively poor performance in terms of economic performance such as sales and employment, and the use of special regulations, so countermeasures are required. The purpose of this study is to derive implications for preventing regional decline and revitalizing the economy by analyzing the current status and characteristics of the Regional Special Development Zones in Korea. To this end, Korea's Regional Special Development Zones and Japan's special zones system were reviewed, and the status of Regional Special Development Zones and the status of Specialized Companies located in regional specialized development zones were analyzed. As a result, implications for the development plan of the Regional Industry include 1)Designation of special zones through selection and concentration, 2)Diversification of special zones, 3)The introduction of special regulations with tweezers suitable for regional characteristics, 4)The establishment of cooperative governance.

최근 우리나라는 저출산·고령화로 인해 인구가 감소하는 지역이 늘어나고 있으며, 특히 지방도시에서는 생산인구의 급격한 감소로 인해 지역산업 쇠퇴 지역이 증가하고 있는 실정이다. 이러한 지역산업 쇠퇴를 방지하기 위해 전국에 획일적으로 적용되는 규제를 지역 특화사업에 대해 완화하거나, 규제권한 이양을 통해 침체되고 있는 지역경제를 활성 화 하고자 지역특화발전특구를 지정하여 추진하고 있다. 하지만 대부분의 지역특화발전 특구에서 성과가 보통이거나 부진인 특구가 많으며 매출·고용과 같은 경제적 성과 창출, 규제특례 활용 실적 등에 상대적으로 미흡한 실적을 보이고 있어 이에 대한 대응방안이 요구되고 있다. 본 연구에서는 우리나라 지역특화발전특구의 전문기업 연계 현황과 특징 을 분석하여 지역 쇠퇴방지 및 경제 활성화를 위한 지역산업 발전방안을 도출하는데 목적 이 있다. 이를 위해 우리나라 지역특화발전특구와 일본의 특구 제도를 검토하고, 전국 지역특화발전특구의 현황과 지역특화발전특구 내 소재 기업 현황을 분석하였다. 그 결과 지역산업의 발전방안을 위한 시사점으로, 1)선택과 집중을 통한 지역특화발전특구 지정, 2)지역특화발전특구의 세분화, 3)지역 특성에 맞는 핀셋 규제특례 도입, 4)협력적 거버넌 스 구축의 필요성을 도출하였다.
